While creating function in prg unit there is an err

Hai All
i have created a function using program unit i have an error
PDE-PPU107the program unit source must be declared as subprogram body or a package
Pls give me solutions

this is my code when i use select into statement for passing values into declared variable for the specified condition
it gives the error no data found
so i declared to use function and then i gives that error
