Who can i contact if i am being charged for an app i did not buy?

I have never bought anything from the istore or itunes, and just got an email saying i purchased

I click on report a problem, and i get this:

Every place i go, transfers me somewhere else..
I don't know who to contact, and ASAP, i don't want to be charged this $38.49..

Does anything show on your account's purchase history ? If you log into your account on your computer's iTunes via the Store > View Account menu option, you should then see a Purchase History section with a 'see all' link to the right of it. Click on that and you should then see a list of your purchases
If it does, and nobody else has access to your account or devices and may have made them, then you can try contacting iTunes Support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
If nothing shows on your account's purchase history then you may also want to contact your card issuer.

    I have just found a billing email addressed to me saying i have purchased an app and that i will be charged £59.99 to my bank account. I have did not purchase this app and i have no idea how it has ended up on my phone. The email tells me that £23.64 will be taken from my store credit and £36.35 from my bank.     Hi...I'm wondering, if there is any such thing as someone being charged to for free apps? I've been looking at my banking statements for  the past few months & it looks like I'm being charged for apps that I downloaded for free. I recently lost my credit card & had to get a new one. When, I changed my credit card information on Itunes, that's when I noticed I was being charged. I often download music on Itunes & upload my magazines to my Ipad,but these aren't only things I'm being charged for. Most of the apps I download are the free ones. It makes me not want to update my apps, because I know I'm charged. Please help me!

    I have solved the problem I was showing negative balance in my bank so iTunes needs to verify my account by taking £1.00 every app.
