Whta is going on here !!!

I have a strange problem that I cannot figure out nand need your help.
When I run the following code:
long ts = 796600800000L;//796600800000
Date testDate = new Date(ts);
System.out.println("ts="+ts+",Date="+testDate);
ts = 765064800000L;//796600800000
testDate = new Date(ts);
System.out.println("ts="+ts+",Date="+testDate);
ts = 828219600000L;//796600800000
testDate = new Date(ts);
System.out.println("ts="+ts+",Date="+testDate);
I get this on one computer:
ts=796600800000,Date=Fri Mar 31 00:00:00 IST 1995
ts=765064800000,Date=Thu Mar 31 00:00:00 IST 1994
ts=828219600000,Date=Sat Mar 30 23:00:00 IST 1996
and this on another:
ts=796600800000,Date=Fri Mar 31 01:00:00 IST 1995
ts=765064800000,Date=Thu Mar 31 00:00:00 IST 1994
ts=828219600000,Date=Sat Mar 30 00:00:00 IST 1996
and this on another (and I expect this one):
ts=796600800000,Date=Fri Mar 31 00:00:00 IST 1995
ts=765064800000,Date=Thu Mar 31 00:00:00 IST 1994
ts=828219600000,Date=Sat Mar 30 00:00:00 IST 1996
I have seen many questions like this in the forum but none of them have solution in it.
Our problem is that our SQL query uses this date and thus we are getting different results from the query on different machines.
It drives me nuts !!!!! help....

let me add some details:
The time zone was in deed differenet, I changed them and now the results are the same.
ts=796600800000,Date=Fri Mar 31 00:00:00 CAT 1995
ts=765064800000,Date=Thu Mar 31 00:00:00 CAT 1994
ts=828219600000,Date=Sat Mar 30 23:00:00 CAT 1996
The thing is that in the database I do not save the time !!! it should be 00:00:00
