Why am i getting this message?

trying to get to a website that I've used for several years, I'm getting this:  Access Denied by security policy The security policy for your network prevents your request from being allowed at this time. Please contact your administrator

OK, I don't have any trouble accessing that site.
I'm running 10.9.5 on this 13" MacBook Pro early 2011.
I did have a problem with Safari and had to reinstall it. It kept crashing. Even now it's stable sort of but has a tendency to jump to magnification when I don't want it to.
Was your date and time OK?
Are you on your home network? If you're at a school certain websites will be excluded for a reason not having to do with their contend.
