There are several common causes for this problem:
Your security software (Antivirus, firewall, router settings) is blocking access to gs.apple.com, Apple's activation servers. Try temporarily disabling your security applications on your computer.
You have a redirect in your hosts file that defines a different IP address for gs.apple.com. you must delete all references to gs.apple.com from your hosts file (c:\windows\system32\drivers\etc\hosts, or /etc/hosts on a Mac)
Your phone is jailbroken or otherwise hacked.

There are four possible causes of the activation error:
The activation server is unavailable. Rare, but it happens. Usually fixed within minutes.
Your antivirus or firewall (or your router's firewall) is blocking access to the URLgs.apple.com on ports 80 and 443.
Your phone is jailbroken.
Your phone isn't jailbroken, but the computer you are connected to during the restore or update was used to hack or jailbreak some other iOS device, and its network database was corrupted in the process.
Perhaps this will provide you some clues as to how to proceed. If your iPhone has not been jailbroken, Apple has some troubleshooting suggestions here:

I have just updated my iPhone from version 4 and after it restarted for the software version 6, it fails to activate the phone.
It says that its activation server is temporarily unavailable. However, when I updated my friend's iPhone ( that is identical to mine ), it worked smoothly and now is running properly.
Any tip on how should I proceed with my dilema whilst I wait and try again with the activation?
FYI, I have tried activating via WiFi and iTunes with no success thus far.

Well, 99.9% of the time, the cause of this issue is the fact the phone was jailbroken/hacked to unlock it for use on networks other than the network the phone was originally locked to. Apple maintains a database of officially unlocked iPhones, and when Apple's servers detect phones such as yours, activation stops & you get the message you got.
So, either get a sim card from the carrier your phone was originally locked to, or get it officially unlocked.

Well, since you've had the same problem, with three different phones, that all use different size sim cards, it seems pretty obvious the problem is with your carrier/coverage & nothing to do with your phone or sim card.

We have cell data plan.
I have other phones (4s) and can see "Find Phone" App under Cellular Data and can turn on/off. But the problem phone does not have "Find IPhone" to be able toturn on/off. I made sure app is running when i go to Cellular Data. I guess the question is why do Apps show up under Cellular Data to be able to turn on/off? I thought if the app was made for Cellular Data it automatically showed up under Cellular Data.

Usually restoring from backup eliminated the corrupted files. However, sometimes restoring to factory settings/new iPod is required.
