Why can't I buy in-app purchase ?

In game Heroes of Order & Chaos, I wanna buy a pile of runes (6,99$) and appear a box "Please contact itune support to complete this transaction"
Plz answer me why !

    - Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

    Most of the people on these forums, including myself, are fellow users - you're not talking to iTunes Support here.
    If you have a problem with an app that the developer can't/won't help you with then you will need to contact iTunes Support, either as described on the page that you posted from, or via the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via the Store > View Account menu option and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that app and use the 'Report a Problem' link and fill in details about the problem

    We are having this same problem with our Iphones and before you ask yes these phones are allowed to make in-app purchases. This is happening for all apps not just one or two and all of our Iphones. We have even asked several of our friends with Iphone and they also are unable to make in-app purchases. We can go into the app and go to the in-app purchase area and we see what is available but we are unable to make any selections.  We have contacted apple care and they have had us reset the settings for in-app purchases and we still get have the same problem. Since this is happening on all our Iphones 3s, 4, and 4s. It leads me to believe that it is an issue with the Itune store not allowing in-app purchases. Is any one else having this problem? Had this problem but was able to get it fixed, what did you have to do to get it where you could make in-app purchases.

    I have down loaded apps, games, I have upgraded from the free trial to full game by making a purchase.
    I have made in app purchases before.
    For just over 24 hours now I cannot connect to iTunes Store. Every time I try to purchase anything I just get an error message saying' cannot connect to iTunes store'
    I have checked my account details and my card details they are all still correct.
    I have tried making purchases via different makers, I.E big fish or different. It doesn't matter no matter what I try I cannot purchase anything.

    You appear to have boght a Mac and taken it to a country with no iTunes/Mac App Store. So there is nowhere for you to buy. You must buy from the stores for your country and there isn't one that I can find.

    If you're browsing the App Store on your iOS device, it should only give you apps compatible with that particular device.
    If you're browsing it from iTunes on your computer, t's always a good idea to check if the app you're looking at is device-specific.

    I'm not aware of any limit. What happens when you try to do the $99 IAP ? If you are getting an error message then what does it say ?

    Apple did approve our in-app purchase without publishing the folio ahead of time.
    I have a new question: Can I change the "Cleared for sale" attribute in the iTunes Connect interface from no to yes before a folio's scheduled publication date? Or should I wait until after the folio has been published?
    I would think you could set the "Cleared for sale" attribute to yes before the publication date and it would not cause any problems since the folio is not available to purchase until it's published.
