I download Carousel by Dropbox on my IPhone but I can't find it when I go to the AppStore on my IPad, it's not even in the purchased list even if I select IPhone only! What's up!

The only place to get apps or other programs for your iPad is the app store - either directly on your iPad via the App Store app or on your computer's iTunes and then syncing them. PC and Mac programs (and android apps) are not compatible with the iPad, they are different operating systems.
What were you trying to sync to the iPad via your computer's iTunes ? If it's an app that you downloaded from the iTune app store and it's compatible with iPads (some apps only work on iPhones) then you should be able to sync it - if it's not syncing then have you tried deleting the app from your computer's iTunes and re-downloading it from the store ?

Why can't I download Photoshop CC(2014) to my Mac Pro desktop running OSX 10.9.3. If you have Not On This iPad selected at the top middle of the Purchased tab in the iTunes app, then tap on All Songs at the top left of the screen and then tap on 'Songs By Most Recent' at the top right and change it to 'Albums By Name' - does the album that you want to download then appear as an album on the right-hand side of the screen ? If it does then tap on it and will hopefully download the whole album.

When I try to download apps to my new iPad Mini, it tells me my billing info has to be confirmed. After confirming with same info that is already there it tells me to contact support, no help up to this point.

Could the credit card be expired?
