Why can't I download Free iPod Touch Apps from Apps Store w/Shopping Cart?

I have an 8GB iPod Touch (original model) with the current 2.1 software. I also have iTunes v. 8.0. The behavior I am seeing started about 3 weeks ago and continues with these updates - it was not like this when I first downloaded the 2.0 software and began installing Apps.
I prefer to manage my iPod Touch applications in iTunes. I have my iTunes account set up for a Shopping Cart, not 1-Click Buy. This is because for Music, I prefer to add songs I will want to my shopping cart, then buy them when I want to.
When iTunes 7.7 first came out with v2.0 software, even though I have a Shopping Cart for my iTunes, I could "buy" a Free App just by clicking on it, and it would be automatically downloaded and added to my Applications folder on iTunes. Then, when I synced with my iPod Touch, it would install the app on my iPod Touch. This was true for either new Apps or upgrades to existing Apps.
For the last few weeks, every time I try to update even an existing App for my iPod Touch, if I do it through the iTunes store, I get the following message:
"Applications cannot be purchased with Shopping Cart.
Your preferences are currently set to buy using Shopping Cart. Application purchases cannot be placed in Shopping Cart: they must be purchase by 1-Click. Select Buy if you'd like to purchase [NAME OF APPLICATION} by using 1-Click and your credit card will be charged immediately."
The [NAME OF APPLICATION] is filled in with whatever application I am dealing with at that time.
Why is it that even with a Free application, and an update for it at that, it will not let me obtain it with iTunes if I have a Shopping Cart? So far, I have solved the problem by doing all of my Applications management on my iPod Touch. I use the iTunes Store on my iPod Touch to search for and download the application. Then, when I sync, it places it in my Applications folder on iTunes on my PC.
This is very strange behavior for iTunes. Why would it want to charge my credit card for a Free Application?

Thanks for your reply. I do have a valid Credit Card on the account. In addition, I also have about a $5 credit from an iTunes gift card in my iTunes account.
In any event, I'm actually NOT purchasing anything. All I'm trying to do is download a FREE App for my iPod Touch. It simply won't let me do it.
This is extremely frustrating.

    Have you tried to see if you have the newest version of iTunes? Also, it may help if you try the following steps.
    Download iOS from a third-party website (i reccomend http://whited00r.com/) (as this is a full operating system, it is a big download and may take time on a slow internet connection)
    Unzip the file.
    After unzipping, you should now have a .ipsw file.
    Open iTunes
    Connect your device and make sure you take a back-up of it first (if you don't all your data will be erased)
    Now, while pressing the Restore button, hold down the Alt key (for Mac) or the Shift key (for Windows).
    You should now have a window open asking you to choose a file.
    Choose the file you just downloaded from whited00r.com
    Press OK
    It should start replacing your current OS to the new one.
    When this finishes, your device will restart
    Click restore from (whatever your old device was called)
    It will put back all your apps and information

    Sure.  No problem.
    Be aware that ALL purchases are permanently associated with whatever Apple ID was used to originally obtain them.  Apps can not be updated without knowledge of that ID and, more importantly, its password.  Apple IDs can not be merged and purchases can not be transferred from one ID to another.
    Minor nuisance if you choose to update apps from inside the computer's iTunes.  If you're logged into the "wrong" account, it's necessary to log out/in to do the update.  It's easier if you update from the iPod itself.  No need to log out/in but you do need to know the password for the ID.

    I am trying to get the full version for angry birds free, I know it is available to download, however when I do a search in the app store I can't find it.
    When I do a search on google, I can find several links to download it, but when I do, I get a "this app is only available in the US store" error.
    I don't understand why this happens in the first place, it are free apps, I can download them to my pc, android users can download them without any problems, so why can't we?
    As for all the discussions about needing a different credit card for each region is a load of ********, excuse my language, a visa card or any other credit card is made for international purchases, that is the whole reason people get one, it makes no sense why apple is being so anal about it, or do they like o annoy people who spent a lot of money on their products.
    Android is gaining on them and pretty soon a lot of people will change to that instead of an apple product unless they get their act together here.

    @Demo:This is my first apple device, so I had no idea about those limitations, I knew I could not install Magic 2013 on an android, that's why I chose to get an ipad.
    I just think that if enough people actually bother to complain instead of just letting people/governments/companies walk over them, they will actually care what their consumers want/need, that's probably just wishful thinking on my part.
    @snozdop: funny you bring up the heinz reference, baked beans from heinz haven't been available in shops here for the last few years, but those are cans, need to be imported and that involves transportation etc. etc.
    I am just talking about a digital app, available on the internet(world wide web) limiting regions completely destroys the point of having global internet access.
    I'm a dreamer, hoping that most people are still good, probably my mistake for believing in that.

    I've carefully followed the trouble shooting guide, re-installed iTunes, restarted the computer and yet the iPod is not being recognized by iTunes, hence I could not add apps and sync them to my iTouch 4th Gen. What else should I do?

    No, they use different cables. I have the iPhone 5 which uses the lightning cable and the iPod Touch 4th Gen which uses the 30 pin connector. But I don't think the cable might be the issue since the iPod charges when I insert the cable through the USB port.
    I've carefully followed the instructions on the "additional information" page but could not find this
    Locate the file "com.apple.usbmuxd.plist~orig and drag it to the trash. Still I went through the process till the end, restarted the MBP and re-installed iTunes but the device can't still be recognized by iTunes.
    I've tried resetting/restoring the device, but got stuck on that part where an arrow and the cable with the word iTunes was displayed on the iPods screen because I could not go any further since it still did not appear in iTunes. Therefore there was no way for me to click the restore button to reset the device.
    The only other option for me is to try it on another computer, maybe try it on my office desktop. I hope it somehow resolves the problem. I will make an update of my progress when it happens.

    I have an ipod touch 2nd generation. I set a passcode on the ipod and then i forgot it. i tried everything and nothing worked and eventually it got locked fully and says "connect to itunes" on it. This is a problem because i no longer have the computer that i last synced to. i have a new laptop now and i threw away the old one.
    I know how to fix it. I just have to put it into recovery mode and then restore it.
    For some reason, i can't put it into recovery mode. I tried all different methods.

    Hi! Happy Thanksgiving. So I really want to get the iPod touch 5th Generation for christmas/birthday (they're pretty close to eachother) however the one I want, which is the pink one, is about 70 $ more than the black one. After searching around for a little bit, I discovered that it's because the colored iPods have 32 GB as the lowest option, while the back one has 16 GB as the lowest. I would be perfectly happy with 16 GB considering the price reduction, but I really only want it in the color. So, why IS it that the colors don't come in a lower option on GB? Thanks!

    Try the following to rule out a software problem:                 
    - Reset the iOS device. Nothing will be lost
    Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
    least ten seconds, until the Apple logo appears.
    - Power off and then back on the router
    - Reset network settings: Settings>General>Reset>Reset Network Settings
    - iOS: Troubleshooting Wi-Fi networks and connections
    - iOS: Recommended settings for Wi-Fi routers and access points
