Why can't i download or update any app?

I've been trying to download or update my apps for about last 3 weeks. But the system sends me to another page and asks me to change my payment method. Why is that so?! Maybe i don't want to change my payment method. If this order is coming from some bug or anything, then why there was no action to fix it???

    Every time I try to update or download new app from iTunes store I get a waiting below app icon and even if I leave for hours it doesn't progress at all and is impossible to download anything from iTunes store. I ttied resetting my phone and powering down both but still does the same thing!!

    My apps won't update on my iPod touch 4g. I would press update and it would say installing but then went back to saying update. Since it wouldn't work, I upgraded my software to the 6.1 and it still does the same thing.  I reset it w the home button & power button but its still doing the same thing. What do I do?

    I appreciate the info, however this problem exists not only on the devices, but also directly within iTunes.  We are unable to download any previously purchased apps, app upgrades, etc. from within iTunes.  iTunes returns an error of (11111).  This is in addition to all of our iDevices simultaneously ceasing to download previously purchased apps, upgrades, etc.  At this point, we've eliminated the possibility of it being device specific (in my case alone, this started happening on 2 iPhones, 2 iPod Touch 4G and an iPad 2 simultaneously) or account specific (I'll post links to the other current threads here addressing the same problem).  It appears to be a failure of the actual iTunes store and the iOS App Store.

    Again, I really do appreciate your help, but I don't want to put anyone else involved in this thread through the task of backing up and restoring if it isn't going to have any impact on the problem - especially if they, too, are running older iOS for one reason or another and suddenly find they can't restore to their previous iOS as they do this.

All of my apps open and function, but when I try to update them, they show the progress bar momentarily, then disappear for a second, and return, with no update. Any ideas?     You could try closing the App Store app completely and then see if you can download updates after you re-open it : from the home screen (i.e. not with App Store 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the App Store app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
    If that doesn't work then you could try a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

    Have you tried logging out of your account by tapping on it in Settings > Store and then logging back in ?

    It sounds as if your iPhone is having difficulty connecting to the App Store. I would suggest that you troubleshoot using the steps in this article -

    You cannot use other countries itunes stores.
    You must be within the Country with a Valid Billing Address and Credit Card for that Country to use the iTunes Store of that Country...

    Do you have any restrictions for purchasing apps on the phone? Settings > General > Restrictions. If you have a Mac computer or another Apple device can you purchase things in the App Store using the same Apple ID on something else?

    That is the way the system works. Regardless of whether it is a free app or a free update the system reaches out to verify the payment method in your account info. But it only needs to verify that the account is open and has funds. Do you withdraw all of your funds every payday?
    Do you have the None option. If so, you can switch to that until you want to buy something and it won't need to reach out and verify the account.

My phone tells me that I have 12 updates but when I press update all or update any individually nothing happens at all. It also does not ask me for my password any more but my iPad and mac book do.
    I have signed in and out of the app store and the password is correct. I have tried both kinds of reboot but that did nothing. I have tried to update the apps by connecting phone to Mac book pro...it shows the apps being download on the Mac book and says it will sync them to my phone but it does not. Everything else on my phone works fine.
    Any ideas ...Please!

    Thank you, this has resolved both the iphone and ipad problem immediately.  I am concerned that I may have a problem with apps that I bought under my old  AppleID as they will not be recognised.  Any suggestions for this please?

    Are you logged in with the same account that was used to activate the phone ? If you are, and the apps aren't showing as free, then try logging out of your account by tapping on it at the botto of the Featured tab in the App Store app and then log back in and see if they then show as free.
