Why can't I launch or uninstal iTunes?

Yesterday I installed iTunes 10.5.1 and it launched and ran fine. However my computer was running slowly so I did a system restore and went to sleep. Today when I tried to launch iTunes I got the message: "iTunes cannot run because some of its files are missing. Please reinstall iTunes." When I went to reinstall iTunes I got this Windows Installer window:
     "The feature you are trying to use is on a network resource that is unavailable.
Click OK to try again, or enter an alternate path to a folder containing the installation package "itunes.msi" in the box below."
I have tried both options in the Use Source box. I also looked on the Support Forums and saw a common method for fixing problems like this is to uninstal iTunes. When I tried to uninstall iTunes I got the same message as when I tried to reinstall.
If there is a way to fix this please let me know. I would be extremely grateful!

Unfortunately, this sort of trouble has gotten more complicated to deal with ever since Microsoft pulled the Windows Installer CleanUp utility from their Download Center. First we have to find a copy of the utility.
Let's try Googling. (Best not to use Bing, I think.) Look for a working download site for at least version 3.0 of the Windows Installer CleanUp utility. (The results from mydigitallife and Major Geeks are worth checking.)
After downloading the utility installer file (msicuu2.exe), scan the file for malware, just in case. (I use the free version of Malwarebytes AntiMalware to do single-file scans for that.)
If the file is clean, to install the utility, doubleclick the msicuu2.exe file you've downloaded.
Now run the utility ("Start > All Programs > Windows Install Clean Up"). In the list of programs that appears in CleanUp, select any iTunes entries and click "Remove".
Quit out of CleanUp. Restart the PC, and try another iTunes install. Does it go through properly this time?

    They can, but not at the same time.
    If one user left iTunes running, and another user tries to use iTunes from a different Windows user ID, that second user will get an error message.  If they really want to use iTunes, they either have to beg the first user to log in and close iTunes, or else they have to restart the computer.
    If you are asking the technical reason why, it is something about context switching.

    Is this the film Outlander ? If it is then it's rated 15 here in the UK - do you have an age rating set in the Parental tab in iTunes > Preferences (command-comma) that is protecting the buy button ?

    Then after I call to the wifi provider company, they ask me o set up all the proxy then now I can connect to iTunes store as normally.

    - logging out and back into your account on it
    - disconnecting and reconnecting to your network

    Saw this on another post.
    Applecare Senior Advisor Txx Bxxx (I have his contact info in an email he just sent) just confirmed with me that the problem people are having with the App Store not loading is an apple issue with there servers, ITS NOT YOUR IPAD so don't go restoring it!   It's not happening to everyone however but they are looking into it, its really hit or miss.

    I found the answer that works for me. (This information was not on Apple's website for troubleshooting this problem.)
    In Safari, (I use Firefox only) cookies must be enabled.  I never knew there was a connection between iTunes and Safari until now.
