OK. You mean that it has fillable form fields. Those will not open in the mail app or in iBooks.
Download Adobe Reader in the App Store. It is free. Then go back to the mail app, tap on the PDF file to get the Open In window to pop up. When the Open In window pops up, select Adobe Reader. The PDF will open in Adobe Reader and be saved in there. You should be able to fill out the fields in the Adobe Reader app and then you can email it from there if needed.

    I tried that.
    I saved the file 8pdk_96_4.pdf to my desktop and tried to open it using Adobe Reader but I get the same message: Adobe Reader could not open '8pdk_96_4.pdf' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded).

    Word is a text processor, not a PDF viewer. You can embed a PDF document in a Word document, but that's pretty much it. Besides Preview there are numerous third-party applications that can also view PDFs such as Adobe Reader.

    Back up all data.
    Triple-click the line of text below to select it, the copy the selected text to the Clipboard (command-C):
    /Library/Internet Plug-ins
    In the Finder, select
    Go > Go to Folder
    from the menu bar, or press the key combination shift-command-G. Paste into the text box that opens (command-V), then press return.
    From the folder that opens, remove any items that have the letters “PDF” in the name. You may be prompted for your login password. Then quit and relaunch Safari, and test.
    The "Silverlight" web plugin distributed by Microsoft can also interfere with PDF display in Safari, so you may need to remove it as well, if it's present.
    If you still have the issue, repeat with this line:
    ~/Library/Internet Plug-ins
    If you don’t like the results of this procedure, restore the items from the backup you made before you started. Relaunch Safari again.

    I have already been there done that. I first  Un-installed all of my adobe freeware (reader, flash player, air. etc) then started reinstalling. First I reinstalled reader (latest version Reader X), same error messages. added AIR (latest version not listed - Last updated April 1st, 2012 -
    maybe that should tell me something), same error messages. I un-installed these two and reinstalled AdobeFlash Player,Adobe Shockwave Player,&Adobe Media Player, verifying that each worked after each reinstall of the next program everything was OK until I put Reader back on (NOTE: I dug all the way back to version 8 & still had the problem). for some unknown reason I finally right clicked on a PDF file on my desk top & was greeted with a the drop menu & he option of "open with" for fun I clicked on the "open with" & found that I had two options the first was a white Icon with the Stylized A and labeled Acrobat.com the second was the normal red Icon we all know & live
    when I reset the default to the normal red Icon everything began to work just as I have always had adobe reader work. Now I have no clue how or when I picked up the "Acrobat.com" program even worse it does not show up under programs on the control panel. When I have a few moments this evening, I will run a search for "Acrobat.com" & hopefully be able to remove it from my computer.
    Bottom line I don't know how I got the program which seems to have caused the breakdown of adobe reader but by resetting the default program to open PDF files it is now working as it should

    I am having a problem opening pdfs. I have tried several times to open a pdf from my school but it gives me a blank page but no text. Other pdf documents open fine. I contacted tech support for the school and they checked document and were able to open and view it. I have a Surface with Adobe Reader Touch installed on it. I now have 3 pdfs I can not read or print.

    Not many details about anything... It's may be that those files were damaged in transit; PDFs do not seem very fond of travelling through the Internet.

    I don't know if the problem is related to Adobe, everyone reported to me that they can't open the file, so it would be weird if no one had Adobe on their computer.
    EDIT : I'm just thinking that I attach my document by sliding it from my desktop to the email, I don't know if I tried it by clicking the "attach files" icon. Is it what you meant ? If not, could it make a difference ?

    That will depend firstly on the pdf you have opened. Does it have any security enabled to prevent changes. (You need to check this in Acrobat).
    Second, what objects are you trying to edit. The easy way to check is to use the direct selection tool and see what you can select. When a pdf is opened in Illustrator, all the objects are contained within a bounding box.
    If the pdf contains only a pixel based image, then you will need Photoshop to edit the image.
    Sometimes PDFs can be saved with the Illustrator file embedded into the document, in which case it will open as a native illustrator file.
