Well, the free Adobe Reader can do very little more than read PDF files. It can certainly not open JPGs.
I'll assume that you are getting that message when trying to open your JPG file by double clicking on its icon, which would indicate a file association problem. Reinstalling Reader could solve it, and there are other ways which depend on your operating system, but we don't even know if you are on Mac or Win...
