Why can't i purchase apps?

I cannot buy apps, when I try it gives me a message saying that I need to go to some link. Says "Your purchase could not be completed"

Yes, I know. It's all a bit silly in some ways, but even major countries seem to have problems dealing with the digital world. That world changes quickly, while governments tend to lumber on like the long dead giant herbivores. But in the evolutionary scheme of things that seems the rule: the bigger you are, the slower you move!.
From my travel experiences of 20 or 30 years ago, I can remember when you would be hard put to find Visa accepted widely outside of the US. Everyone preferred MasterCard or American Express. The latter was not overly liked because of the fees they charged vendors. Fortunately, that's not the case anymore, but it took those changes a while to happen. I recall my first trip outside of the US for which I had my Visa and AmEx cards. Then I discovered that no one took Visa. Even the local ATMs didn't accept Visa, and most did not like AmEx. Went to a local bank in order to get cash using the Visa card because that was my only recourse at the time. They told me I should have used a MasterCard. Who knew? Next trip I had a MasterCard in my wallet.

Seriously Apple you need to pull-finger and get the App Store working. I have computers that need software that can't be purchased anywhere but the App Store yet universitys and businesses outside the US still can't purchase lisences.
I have money I want to spent and Apple appears to not want or need it. It's the kind of situation I'd expect from Microsoft.

There's nothing to prevent a university from purchasing from either the iTunes Store nor the App Store. If you need to purchase in volume, see:

Greetings! I know this is an old post, but I have a similar question. I undertsand that it is not possible to buy Edge Animate as a single app, and I am willing to subscribe to the CC. But see, I already have an active subscription for Photoshop, Premiere and Captivate. (Ps and Pr are included in the CC, right?) So my question is: How do i proceed? I downloaded iTunes 11 for my PC. I can download my purchased music and movies/tv shows, but I can't seem to download my purchased apps. Whenever I open the apps page in my library, nothing comes upavailable for download like in the music tab. I've purchased at least 50 apps from my old iPod Touch, and I want them on my computer from iTunes since I no longer have the iPod Touch.Why aren't my purchased apps showing up? How can I download them again?

Why can I not GIFT apps using my current iTunes balance??? It allows you to pay using credit card, paypal, or a new iTunes card, but why can we not gift apps and songs to each other using the current balance we have on our accounts from previous iTunes gift card purchases etc.?
Either I am missing something very obvious here, or Apple's greedy stance on gifting is actually creating less usage of the feature, because I for one would not think twice about purchasing gifts for people with a current balance that is already accounted for, but when it comes to adding money or using a card, it just feels like a new payment, and a bigger monetary burden.
Please let me know how to do this if it is possible, and if it is not, then PLEASE FIX ?

I agree with some points that is how it works. Because apple do things they want....
It's quite nice that way being so unique and remarkable. However it is so inconvenient for users who sometimes just want to gift things without a credit card or such whatever. Because sometimes it's meaningless to have balance when you aren't able to spend it.
The point is made. Many are not happy with it but that's life. Just take it or leave it...

For that issue, quit the App Store if it's open.
Open the Finder. From the Finder menu bar top of your screen click Go > Go to Folder
Type this exactly as you see it here:
/Library/Preferences/SystemConfiguration
Click Go
Move the NetworkInterfaces.plist file from the SystemConfiguration folder to the Trash.
Relaunch the App Store and try downloading MLion.

This too started to happen to me when I upgraded iOS 5 and moved to iCloud.
I have since purchased 3 apps and got the waiting que and nothing.
I noticed though that with my Mac on, I went to IPad settings/general/iTunes sync and sync now, suddenly the three apps started o download and install. Why it's doing this I'm not sure until I dig a bit deeper.

My first suggestion would be to double check and make sure that the changes were saved in the payment information area of your account, to back and check to be sure.
Settings>iTunes and App Stores>Apple ID> Tap your ID. Then Tap View Apple ID. Enter your password and go to Payment Information and check. Check the expiration date, biling address, security code, etc. and then save your changes.
If everything is done successfully, you will get an email from Apple notifying you that they received changes to your account and if these changes were not made by you... Etc, etc. When you get that email, you know that the changes have been confirmed.
