Right now album does show up but only to redownload the album LP and the documentary video associated with it.

Because iCloud doesn't display phone information. It displays Contact information, Calendars, and Reminders. Not call history or voicemail messages.

If you have restored your device (which sounds like what you have done) and your music was not backed up and has been deleted off your PC, then there is no way of recovering it. The iTunes store only allows the download of purchased music once. However, if you live in the US you can access iTunes in the Cloud beta, which allows you to re-download your purchased music within iTunes. This service will launch later in the year for those not in the US.
You must make sure you back-up all your purchased media. The new iTunes in the Cloud service will alleviate the need to do this, but its still limited to the US-only at the moment.

What happens when you try to delete them from the iBooks app on your Mac ? If they are downloaded into the app (i.e. they don't have the cloud symbol on them) then you should be able to select them and then press the delete button on your keyboard to delete them.
In terms of the cloud, you can't permanently delete any item from your purchase history, all you can do is hide them so that they don't show for redownloading, which you can either do via your computer's iTunes : http://support.apple.com/kb/HT4919
Or for the iBooks app you can go into the Store in the app, and on the Featured tab select the Purchased link under Quick Links on the right-hand side of the screen and hide them (hover your mouse pointer on a book and it should get an 'x' on its top left corner, click that to hide the book).

A lot of countries only have app store, no music or video stores. Because of copyright laws that are different between every nation. Stupid, that the laws are different, but that's the way it is.

Have you tried quitting Pages completely, restart the iPad and then go back to Pages and see if they will upload?

I imported all my settings via iTunes and all of the accounts receive mail as I said but can't send . Can you tell me exactly what to change with regard to my outgoing smtp. and PE the authentication ?

Well title explains it, I installed some past apps, and usually they would have "Install" instead of the amount you have to pay, but now I don't have the option anymore. Why?

It is up to the developer. For example, when the retina display iPad came out, many iPhone apps came out with new, HD versions specifically for the iPad, and those had to be purchased separately. Also, some developers go from separate apps for iPhone/iPod and iPad to a single integrated app, but they make that integrated version a whole new release and again, that has to be purchased new.
Sometimes a previously free app gets pulled and replaced with an updated, for-fee version (especially if the original free version was popular).
Developers can do those sorts of changes to their app lineup as they choose to.

Why can't I redownload Premiere Pro CC?

I just bought a subscription to the Creative Cloud and I've downloaded all the apps I wanted except Premiere Pro. Before buying the subscription I had a trail version of Premiere Pro running on my mac which I deleted before downloading the Creative Cloud App. Premiere Pro shows up under the catagory "Your Apps" in which it tells me it is up to date however I don't have it installed.
Whenever I try to redownload it from the app, in-browser download center, or even the trial version the Creative Cloud App opens and just does nothing.
How can I redownload and reinstall the CC version of Premiere Pro?

I have a 64-bit opperating system (yes, I've made sure)

Please try the following steps.
Launch the Creative Cloud Desktop App.
Sign out of it.
Navigate to the location Main HD>Library> Application Support>Adobe>Caps
Rename the "Caps" folder to anything else.
Launch the application & see if that helps.

I had an audiobook on my iPhone 4 for ages and never listened to it. When upgrading to an iPhone 6, I had to start fresh in order to get rid of all the bloat that was mysteriously taking up space both on my phone and on my iCloud backup. I started fresh. I think it might have given me some warning about the audiobook, but I ignored it. I figured I'd just be able to redownload it.

I looked and looked, all over music, iTunes and iBooks, then realized you can't redownload audiobooks.
Finally, I searched my external hard drive and realized I had apparently backed it up there. I stuck it on a different computer in iTunes and sync'd it with my phone.
So, they won't let you redownload audiobooks, but apparently if you have it backed up, you can just put it on whatever you want? I might not have even purchased it from iTunes for all they know (or purchased it at all! frankly, I can't remember where I bought it, but I assumed iTunes). Anyway, that doesn't make much sense to me.

I believe that all the audiobooks available in iTunes are supplied to Apple by audible.com, so I assume that it's them that are requiring the one-time only download - ringtones are also a one-time only download.
You should be taking a backup of every item that you download from the stores, any item (app, album, ibook etc) could be removed by the rights-holder at any time - and if you move countries you won't be able to redownload anything that you bought in the previous country. You are only guaranteed one download of any item.
