Why can't I sign into iTunes?

I upgraded to Windows 7 64-bit, and so I had to reinstall iTunes. But now when I ever I try to make a purchase and it asks for my Apple ID or when I just simply try to sign in with my Apple ID, it pops up saying: "We could not complete your iTunes Store request." Under that it says "The iTunes store is temprarily unavailable. Please try again later." I ahve wauted days and no change, yet my friend acn access his iTunes Store with his Apple ID with no problem. What's gong on?

1. Because if you could, someone who breaks into your account could do it as well.
2. You need to ask Apple to reset your security questions; ways of contacting them include clicking here and picking a method for your country, phoning AppleCare and asking for the Account Security team, and filling out and submitting this form.

What App are you using to log in, Safari?
You cannot access icloud.com from an ios device in a browser. They have individual apps (find my phone, mail, calendar) to access those services from an ios device.

You stated earlier that you had already deleted the "madrid" .plist with no effect.
Can I check you did this with the app closed down or at least restarted the app straight afterwards ?
If you did that close the app if open and access the ~/Library/Preferences folder again.
This time delete com.apple.imessage.bag.plist
This item stores the Apple server used for your Login to the iMessages server and contains a date/time reference.
Restarting the app after deleting this file will make it reconnect with the iMessages servers in a fresh manner which my solve things.
It may sort out any date/time issues with the stored date.
Messages is one of the app that Apple have "Sandboxed".
This means that some of it's operations are held away from other apps to prevent one app bringing down several others.
This is turn means that the route or path used by the app to Read and Write to the various .plists is different to the direct placing in ~/Library/Preferences.
The Path is ~/Library/Containers/com.apple.iChat/Data/Library/Preferences
Mostly the items in here are then Aliases that point to the actual originals in ~/Library/Preferences. However there are exceptions.
You can copy and paste the Path above in to the Finder > Go Menu > Go to Folder dialogue box to access this folder.
Once there use the Finder's View Menu > Show Path Bar.
This adds a collection of folders across the bottom of the Finder window.
Right click on the Preferences folder at the right hand list of the Path.
Chose the Get Info option.
In the Info panel scroll to the Bottom.
Your Shortname should appear (with (Me) as well) and you should have Read and Write Permissions
If you highlight this and then use the Cogwheel type iCon it should reveal you shortname again but in Greyed out form which mean you Own the File/folder
Repeat this for each containing folder until the Library item on the left (you don't need to do the Little House icon one)
You should have Read an Write Permissions and Own all of them.

I can even sign into the Google Youtube app. What i cannot sign into is the Apple Youtube app- the one linked to by Safari when you click on a youtube video. No, that warning shouldn't be checked.
If clearing the cookies doesn't help then it is possible that the file cookies.sqlite that stores the cookies is corrupted. 
Rename (or delete) cookies.sqlite (cookies.sqlite.old) and delete other present cookie files like cookies.sqlite-journal in the Firefox Profile Folder in case the file cookies.sqlite got corrupted.
You can also try to login in Private Browsing mode to see if that works.

I already looked at that discussion but cookies are enabled, and I never use private browsing. When I try to sign in it says that the login failed. It doesn't matter what website I'm on (except apple for some reason I can sign in on apple.com) it doesn't recognize my password. I've typed in everything correctly a dozen times. If you don't want to use a credit card with the App Store and iTunes, there is a very specific way in which you have to create the Apple ID. If you don't follow the steps exactly, you are forced to put in credit card details in order to use that ID. The other option is abandon that ID and create a new ID.
Frankly, I hate the way that Apple handles creating an ID without giving users the option up front - in clear and uncertain terms - to create an ID without using a credit card. You have to search for the information in order to find it.

Why can't I sign into the iTunes store?

I've been trying to sign into the iTunes store for months now. Since v10 released, I have been unable to sign into the store, use Genius or any other feature that requires an active store use.
I can sign in here (obviously) but when I try to sign in IN iTunes, it trys for about 30 seconds, pulls up the review dialogue and then goes back to asking me to sign in before I can review my information.
Sometimes it pulls up a Welcome page that looks like it's all text without any of the formatting or bells and whistles.
The fact that this has been going on so long, that I've found LOTS of other users with the same problems and that there is no fix for it annoys me to no end.
Has anyone, anywhere found a fix or heard anything about this problem being patched? Should I try reverting back to 9.x version of iTunes?
