Why can't the APPLE TV use AIRPLAY SPEAKER-OUT for movies/videos?

I can't find one good explanation on why the Apple TV can't use the Airplay Speaker-Out for Movies/Video content; only for audio/music. Does anyone have any insight into this?
For example, I have a video on my Macbook Pro (or my iPad or my iPhone) and I can stream the video via the Airport Express to my 2nd gen Apple TV, but I can't stream the audio of this video from my Apple TV back to the Airport Express and the speakers attached to it. If I had digital speakers connected to the Apple TV I assume it wouldn't be an issue, but at the moment, I only have analog speakers connected to the Airport Express... and I CAN do this with music only content, but then it becomes silly because in that case, I can just as easily stream music directly to the Airport Express from my chosen device (iPhone, et al.) without going through the Apple TV, but for video/movies, you need the Apple TV for the video; yet you can't use the Speaker-Out for the audio of that video and it just doesn't make sense, unless I am missing something...
Any help is greatly appreciated (a google search came up with nothing useful at all.)

It's not a flippant answer, no-one here will know for sure why Apple have chosen to do this. So in light of the fact that you won't get a definitive answer here, I suspect it doesn't matter because you aren't going to change anything, you just need to accept it.
FWIW, I don't think licensing issues have anything to do with it. I think Apple expect you to have a sound system connected by either HDMI or optical and on that basis any connection via an airport express would be in another room and why would someone in another room want to listen to a movie without being able to see it.
Apple differentiate themselves from others by providing features that everyone wants, they don't cripple their creativity by catering for the few like other companies. I'm sorry but I suspect you are one of the few here.

    No! Apple is not law enforcement and therefore does not have personal investigating lost or stolen property other than Apple's own.
    Even if they had the information data protection laws would prevent them from giving it to you or anybody else including law enforcement.

    You can try one thing. Follow these steps:
    1. On your Mac, turn on AirPlay Mirroring and connect it to the Apple TV, so audio and video will stream from the Apple TV.
    2. Turn off the sound of the TV where you have connected the Apple TV.
    3. Then, make sure that you have turned on the AirPlay speakers. Then, open System Preferences > Sound > Output, and choose the external speakers, so sound will stream from these external speakers.
    This should work correctly

    When I first set up my Apple ID, I used a gmail account. However, I have since created an @me.com (now @icloud.com) mail account. I have been able to attach it to my Apple account, but it says ↓ I cannot make my official Apple ID an email with a "domain owned by Apple"--i.e. @icloud.com. I'm trying to sever all ties to this old gmail I no longer use, and this is the only major thing left.
    I do see this prompt ↓ , which I think is what I want, but when I push submit, nothing happens.

    The answered by Michael Black is the answer, for the most part. The first part is right.  The second part is blurry.
    When you create an iCloud account using your Gmail or Hotmail, or whatever,  you have also created an Apple ID.  With iCloud accounts, you get to create an email that ends with @me.com or @icloud.com, however those are considered an alias.  You cannot go create another new Apple ID  or iTunes account with the alias.
    If you create a brand new iCloud account and it is not created by using a 3rd party email like google or hotmail, then the Apple ID and email are the @icloud.com - and since that is the name of the Apple ID, you simply sign into iTunes Store with that email address.
    Therefore, if your original Apple ID that you made was from a gmail or hotmail, etc-  then you sign into iTunes Store using that gmail or hotmail address.
    If you made a new iCloud account and did not create it based on gmail, etc- then sign into iTunes Store with your @icloud.com account.

    Have you tried the Remote app on iPhone/iPad to control AppleTV, do searches etc?  Should be easier than the remote alone and this does not involve Airplay.
    Please note, only users read/comment here  - your idea is quite sensible in my view (maybe have a 'Continue viewing on AppleTV' option or something.  I doubt this would be high on Apple's roadmap but send them feedback here:

    It's a straightforward port-forwarding issue.
    You need to forward ports to the internal ip address of your apple tv as follows:
    TCP 123
    TCP 3689
    UDP 5353
    TCP 80
    TCP 4343
    TCP 53
    This may also solve other problems you may have with homesharing...

    These network ports are used by Apple TV for communications on your network.
    TCP port 123 is used to communicate with a network time server.
    TCP port 3689 is used to communicate with iTunes while using the iTunes Library Sharing feature.
    UDP port 5353 is used by Apple TV for automatically finding computers with iTunes on your network using Bonjour.
    TCP port 80 is used for communicating with podcast servers.
    TCP port 80 and 443 are used for basic and secure communications with the iTunes Store via the Internet.
    TCP port 53 is used for regular DNS.
    These are well-known ports used by Apple products, like iTunes. If you can use all the features of iTunes, these ports are likely already open on your firewall or NAT router. Note: These ports may also used by other services such as YouTube and Flickr.

    When the Apple TV is paired with a remote, it means only that remote can control it, when it's not paired any remote can control it. You will need a remote for each of your devices.

    Peer-to-peer AirPlay
    With peer-to-peer AirPlay, your iOS device and Apple TV don't need to be on the same Wi-Fi network. If you have one of these products, you can use peer-to-peer AirPlay:
    * iPhone 5 or later, iPad (3rd generation or later), iPad mini, or iPod touch (5th generation) using iOS 8 or later.
    * Apple TV (3rd generation rev A, model A1469 or later) with Apple TV software 7.0 or later. Find out which Apple TV model you have.
    To use peer-to-peer AirPlay, your iOS device needs to have both Wi-Fi and Bluetooth turned on.

    I  finally solved this problem after toiling with it for a couple of  days.  Solution:  Once you have  burned your CD you must go back into  iTunes to your music/playlists and select the playlist you just burned  and click file; print and you will  get the mosaics that we have been  accustomed to.  I was on hold with  Apple Support when I found this  myself.  Yes......!!! Problem solved..for me anyway.  Good luck!

    They can, but not at the same time.
    If one user left iTunes running, and another user tries to use iTunes from a different Windows user ID, that second user will get an error message.  If they really want to use iTunes, they either have to beg the first user to log in and close iTunes, or else they have to restart the computer.
    If you are asking the technical reason why, it is something about context switching.
