Place the iOS device in Recovery Mode and then connect to your computer and restore via iTunes. The iPod will be erased.

If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.

I have the same issue...I called Adobe and they said that Acrobat 8 is not compatible with Windows 7 ...so I tried installing the suite again without Acrobat and still the same issue....does anyone know if this issue is resolved by getting the new CS5 suite??? I was really dissapointed when i found out that we can only download from the sa app strore . The selection of apps in sa is really poor and we cant even download any games ... I know that there is a way around it but it conflicts with the term of use. When will we have acces to a wider selection of apps as i am really ****** that we cant get any games in sa ... Apple must sort their shiz out soon or im gonna have sell dis peace of crap ipad...

Itunes can only provide what the owners of the distribution rights to the music provide.
If the owner of the rights do not provide it, then itunes cannot sell it.
You would have to ask the owners of the distribution rights in each country why they do not provide them at the same time. -

I have an ipod touch and have no similar issues - is this an itunes account setup issue?Have you tried logging out of your account via Settings > Store and tapping on your account id on the right-hand side, and the logging back in to see if that makes any difference ?
You could also try a reset and see if you can then download them after the iPad has restarted : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
A third option is to download one of the updates to your computer's iTunes and connect your iPad to it and sync it across, and then see if you can download the other apps/updates directly on the iPad. -
