I don't think its the CPU. That's what apple would like us all to believe.
Seeing as Siri can be run on an iPhone 4, it proves that is incorrect.
Anyway to answer your question the reason we can't do airplay mirroring on the iphone 3gs/4 is because apple wont let us have it. Because it was used as a new feature in the 4s. So it wouldn't look good for them to release it for older phones aswell.
I love Apple but hate them at the same time.
They should change their name to Marmite.
