Why charging a free app with USD 1 for twice

I had downloaded a free app, half hour ago, and It ask for my credit card security code. I give the security code as I thought it was a free app, so I shouldn't charge me a single cent. After a few minute I receive message from bank, that app store had charger USD 1 for twice but I didn't get any app. I had been charged for USD 2 for nothing? What wrong, can anyone please help me. And I wish I can get bank the money.

Usually, your credit card is charged this way to ensure that the card is valid. Both amounts should be credited back to you very soon and before the bill becomes due. Keep your eye on your iTunes account (or the card if you can look at it online).

I do not know of any free third party replacement for iPhoto. For add-ons browse the Store - there are some nice camera apps, image editors, and panorama stitchers, some are free (cam wow, pic collage, Photo splash, pixlr-o-matic).

Because that's the way you setup your account. Whether the app is free or not is irelevent, apparently the payment method you selected when originally setting up your account is no longer valid, hence your account is not longer valid. Either fix your selected payment method or setup a new app store account without a credit card:

Sorry, but you can't. The process only works when creating a new Apple ID. With an existing ID you'll have to provide a payment method at least temporarily.

If you only want the free apps, take a look here:

Read the steps carefully as the order in which you follow them is critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID.
You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)
