Why ctreative cloud try to install Photoshop CC again on same pc, new user?

I had glitches and did what I usually do, created a new local user in win8. Every program I already installed on pc should work, right? But creative cloud try to install photoshop again. Should I do so? It's already working , just showed me once its license again. Only problem it lost all my settings. How could I transfer them easily? When I try upload in sync settings it just shows ' connecting to creative cloud" forever and nothing happens
One more question is how can I move Lightroom base into new user?

When Preferences > Sync hangs, I stop the sync.
Then I hold down the Alt key on my PC. The Cancel button changes to Reset. I click on "Reset" and then I try the Upload again.
In my case it completely uploaded all my setting including 57 MB worth of Patterns.
I'm using Photoshop CC 2014.

start at the top and work your way down applying applicable fixes until your problem is resolved.

if, your error is:
"Installer failed to initialize. File not found." or "Installer failed to initialize. This could be due to missing files."
first, rename OOBE Folder to OOBE.old.
to find OOBE:
64 bit win OS: Program Files x86\Common Files\Adobe\OOBE
32 bit win OS: Program Files \Common Files\Adobe\OOBE
mac os: HD>library>application support>adobe>caps
mac os: USER>library>application support>adobe>OOB
if that fails or isn't the exact error you see, uninstall, clean (http://www.adobe.com/support/contact/cscleanertool.html) and reinstall.
if you're using a dvd to install:
copy the disc contents to a desktop directory and install from that directory.
if you're using a mac:
1. Try to Create a new user account in Mac with Administrator Priviledges.
2. Login to the New user, Navigate to Mac HD> Application> Utilities> Adobe Installer folder, Locate products like Adobe Reader, Adobe Flash, Adobe Air and un-install them
3. Navigate to User Library> Application Support> Adobe and move Adobe to Trash.
4. Navigate to Mac HD> Library> Application Support> Adobe and move Adobe to Trash.
5. Start the installation again.

When I try to install Photoshop as a secondary editor in elements I get an error message that I don't need to this because it is already supported on the edit menu and task bar. I can not find any way to send images to Photoshop for editing - all I can do is send them to elements editor or the premier editor. Can someone tell me how to send them to Photoshop? Thanks!

The D810 requires Camera Raw 8.6 or later - the latest version that is compatible with Photoshop Elements 12 is Camera Raw 8.5 as far as I can see.
You need to either buy a new version of Photoshop Elements or use the free Adobe DNG converter.

There is a problem with IE10+ in that it is mistakenly seen as being IE1. To get around this either use a different browser or use compatibility view (http://windows.microsoft.com/en-us/internet-explorer/use-compatibility-view#ie=ie-10)

You may have triggered some intermittent database issues but it should be running smooth by now. Let us know if you still see server errors.
Also, if your addons appear to go missing after updating there is a workaround http://blog.mozilla.com/addons/2011/09/28/issue-discovered-with-firefox-add-on-upgrades/ And there is a 7.0.1 fix on its way.

What is "Photoshop Elements Premier 12"? Do you mean Photoshop Elements or Premiere Elements? Were your files copied over from a previous mac that had PSE installed on it?

I don't have proof of purchase.. all I kept was the two cd's and the instruction book.I bought it in June of 2008, and don't think I have bank records that far back.I was hoping I could get the information from my installed copy.. there a long number on the bottom rightwhen I open it, but that didn't work and a number etched on the back of the cd... but it too didn't work....

It is not viewable on your old computer. We may be able to get you a replacement serial number. Do you still have your proof of purchase for Photoshop Elements 5?

When i try to install Photoshop Elements 10 why does it keep telling me to insert disk

I purchased a Wacom Bamboo Create and it came with a software package which included Photoshop Elements 10 but when I try to install it, it accepts my serial number but won't let me complete the process. It keeps telling me i need to "insert Photoshop Elements10" to continue.....but the software package disk is already in the disk drive. I have a macbook pro retina that runs on Yosemite....anyone know how to solve this?

did you download the installation files?
if yes, what files (names/extensions) and what sizes?
if no, copy your cd contents to a desktop folder and attempt to install from the desktop folder.
