Why do I have OpenBase installed? Does it come with Tiger?

I have that OpenBase folder in /Applications and I don't know why! Does Tiger uses these databases? Each time I log in hundreds of files in /Library/OpenBase are modified.
Apparently it was there from the beginning but nowhere on Apple site is something told about it, so I'm wondering if I can just remove all OpenBase-related stuff.
Mac mini Core Duo   Mac OS X (10.4.7)

OK, I discovered OpenBase is installed with WebObjects on the OS X installation disc. But I don't like having all those databases running, especially since I have no idea what they are for.
It seems most of the databases are examples, as WODiscussionBoard.db or WOPetStoreX.db...
Will removing the /Library/StartupItems/OpenBase directory prevent the database from starting?
