Why do I keep getting the message "cannot get mail" the connection to the server failed I'm using a iphone5s 7.0.3 ios

can't get mail iphone5s only no problem with ipad2 or MacBook Pro  why?

Does this happen on wifi, cellular or both? I have a Comcast account and have been using it on my iPhone for quite some time. At first, years ago, you could not use it to send mail, but they have changed that. Make sure you have entered your username and password in all sections of the account, including where the iPhone says "optional".
Your error indicates troubles with the incoming mail server. Go back to your account and make sure the username and password are in each section, make sure SSL is turned on, authentication is password and the server port is 995. FYI for outgoing mail, it is the SMTP server, and that also needs to have username and password entered, SSL turned on, authentication is password, and the server port is 465.
See if that helps.
