Why do I need iOS 5 to buy the iPhoto app???

I have an iPhone 4 and when I try to buy the iPhoto app, it tells me I need iOS 5.1. Why? And how do I upgrade???

You need iOS 5.1 because that is the latest iOS and Apple developed the iPhoto for iOS app to use this most recent version.
If you already have iOS 5.0 or 5.0.1 you can update on your iPhone by going to
Settings > General > Software Update
If you have an earlier version of iOS then you'll have to connect your iPhone to your computer and start iTunes. Select your iPhone in the left column and select General in the right column. Look down the screen to learn about updating the iOS.
The update is free but, especially if you have iOS version 4 something you may also have to update some of your apps. Pages for instance requires a free update to work under iOS 5.1.

you always have to pay for software upgrades. I would never expect to get photoshop or dreamweaver for a free upgrade. It is only free if it is an update, not a whole new release.

First, you posted in the Mac App Store forum which are apps for the Mac OS X, not iOS devices.
You do not need to re purchase your apps. Connect your iOS devices to your computer, launch iTunes. From the menu bar click Apps then click Sync

Why do you need cellular capabilities on the Ipad? Is this only necessary if you intend to use it as a phone? Is it necessary to have if you want to Skype?

I normally like to buy from the Store. You can check it on the spot for defects.

Try in order:
- Resetting the iPod:
Reset iPod touch: Press and hold the On/Off Sleep/Wake button and the Home
button at the same time for at least ten seconds, until the Apple logo appears.
- Restore the iPod from backup via iTunes
- Restore the iPod to factory defaults/new iPod since you may have corruption that is now in your backup
Based on the info you provided it appears you did the restore from backup and sitll have problems. Thus, I would just restore the iPod to factory defaults/new iPod.

You will have to download and install iTunes 10.5 first on your computer in order to download and install iOS 5 for the iPad. Your profile indicates that you are running iOS 5. If that is the case, try restarting the iPad or resetting it and try again.
Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

No, you don't have to ReBuy that iOS app for the Mac. The Mac uses a different App, but it has the same name. Purchase the Mac-specific app from the Mac App Store.

From the iTunes Store, yes, all your iOS devices running on the same account will qualify.

I think I would like to buy the Numbers app as the old iWork version I still have with Mavericks, Numbers '08 version 1.0.3 is glitchy, especially the Find feature. Does Find work well in the new version. I am particularly concerned about editing updating Stock entries.

I agree that paper is often better!
No need to open and close each version. If Numbers '08 is still working for you, select the cells (or the whole table) and Menu > Edit > Copy.
Go to the new version of Numbers and Menu > Edit > Paste. The paste may lose all the formatting, but will retain the data.
This will be tedious if your original document has many tables on many sheets .
If you mean new version is Numbers '09, you will see that the Find feature is not glitchy.
If you mean new version is Numbers 3, you will see that the Find feature is (ahem) not very powerful.

The data is still being received by the ipad but not appearing on any of the maps.
Everything was working fine before the upgrade.

If you are having issues with your iPad not showing location information, you may want to try some things to troubleshoot.
First, quit all running applications and test again -
Force an app to close in iOS
Next, I would try restarting and if needed resetting the iPhone -
Restart or reset your iPhone, iPad, or iPod touch
If the issue is still present, you may want to restore the iPhone as a new device -
How to erase your iOS device and then set it up as a new device or restore it from backups

Well you already know the answer, but it was not included in iOS 6. Google released an YouTube App for the iPad so you can download that in the App Store.

Single apps are available as part of an Individual plan or a Teams plan - Creative Cloud pricing and membership plans | Adobe Creative Cloud
A single app plan for Individuals can be used by a company. However, if you're purchasing for several users in a company the Teams option may be more suitable.
