Why do my Ipod Touch cannot sync with my Itouch? Itunes pops a window saying "This iPod cannot be used because Apple Mobile Device service is not started"

Help please. i am having trouble. i have not changed any setting of my Ipod Touch neither my Itunes, that's why i wonder why this prompt came out and i cannot sync my ipod because i want my downloaded apps (from appstore) be synchronized to my Itouch. thanks for help....

Did you try to restart AMDS again?

ive had this problem for quite some time now and ive tried everything!
ive reinstalled itunes, restarted my computer and went on administrative tools on my computer and started apple mobile device but it doesnt seem to be working and comes up with this message.
my computer software is windows vista home premium. and i have an Ipod touch 4th generation.
please advise best course of action on how i can resolve this as it iis nothing but a paper weight at the moment in time!

You need to follow the exact instructions in this article and remove iTunes all other Apple related entries/software.
