Why does App store take me to a different country store, yet does not return me back.
Im in u.s., was searching for app, was asked to change store, i did, tried downloading canadian app, was informed i had to purchase from u.s. store (is this true, even though it is a free download) then it left me there without instructions on how to return to u.s. store.
Now ipad is stuck in canadian store. How do i return to u.s. store?

You have to find an app that is only available in the US store.
If the problem is on an iPad, etc:
Go to a search engine (like google) on the iPad/iPhone Safari and type in abc app download. Then find find a link that says iTunes.apple.com/us/app/abc-player. Tap it, and it will access the App Store. Eventually, a box should pop up that asks you if you want to switch to the US store. Confirm that, and it should bring you back to the US store. You don't need to download the abc app.
If on a computer:
I haven't confirmed it yet, but I believe there is a flag icon at the bottom of the iTunes Store main page similar to the one at the bottom of this page that you can use to change your country.

Now coming to your queries , what you thinks being at Australia or US is free of Cost. The first thing is that i don't understand your mission for taking Certifications, Are you a working proffesional because for more than 2 yrs. of working experience, you don't need any training , you can take direct examinations.
And if you are not a working professional, i don't thing taking any certification will serve any purpose in your job hunt, although it will enrich your Resume only, you will nothing get out of this from just taking a vertification
So, please tell us that you are a fresher or having real time working exposure in SAP SD module, then any one will guide you well.

Well, if you are in India, and are using a credit card registered there, and associated with your userid and the India app store you should be able to purchase an app from that app store.
If you are in the UK and attempting to purchase from the India store you may not be able to even connect...you might try and see if you can and what happens.

How can I get purchased apps from a different country store

When I created my Apple ID I was in italy and obviously I used an Italian store. After few years I moved to Australia and I changed the country store for the apps store. After I backup reset and restore my iphone I lost most of the application. Is not a problem because I know they are somewhere under my Apple ID but I don't know how can I re-download them. For example "Pages" I downloaded when I use the Italian store, now I can't get it from the Australian store but even if I change store and swap to the Italian one is like it doesn't recognise I already purchased that app in past and asking me to buy it again. Please i need ur heeelp.

If the old account still exists, switch to the French store by: Settings > iTunes and App Stores > Apple ID > View Apple ID > enter password > Coutnry/Region.
If you have a different Apple ID in the French store, at the View Apple ID step you will have to sign out and then sign in with the French Apple ID, and then continue to change the country/region.

App gift doesn't work if different country?

The country requirement is indeed mentioned on the gifting page every time you go to give a gift. It's clearly stated on the same page in which you enter the recipient's information. For example:

Apps and phone think im in different country? From backup?

I recently moved to the states from Ireland. In Ireland i owned an iPhone 4 and i have waited till now to get the iphone 5 here in the states. So heres the issues, I got my iphone 5 and restored it from a back-up from my iphone 4 everything was there, and everything looked fine. This was until I downloaded an app, the groupon app. Im using a US account, in the united states itunes/app store. Anyways i opened this app and it is only allowing me to choose cities from Ireland. Also when I open the maps application the first thing i see is ireland before it quickly changes to my current location.
So does my phone believe its in Ireland because i restored from and Irish phone back up? and is there anyway around this other than resoring as new?

No you won't, as well as being tied to the account, content is also tied to the country that it was downloaded in. So before you move here to the UK redownload any item that you might want and take a backup copy of them.
As far as I know you also won't be able to change countries whilst you have iTunes Match active

You can't buy it from the UK store (you have to be in a country and have a billing address in that country on your account to use its store), but you can try requesting that the song be added to the US store : http://www.apple.com/feedback/itunes.html
But Apple won't be able to sell it there unless the rights-holder agrees to it - is it available on other music purchase sites that you have access to ?

WD Sentinel DX4000 - How long does it typicially take to factory reset?

I'm factory resetting the WD Sentinel DX4000 and formatting its hard drives and its taking quite a while. The dialog box says that formating and reseting may take serveral minutes but it has already been a couple hours. How long does it typically take to reset? Also the progress bar is not filling up at all, is this normal?

Kinda depends on why you are doing the restore. If the drives were in good shape it should not take that long. If the drives neeed to initialize it may well take a couple of days. You must leave the "host PC" connected during this time What brought on the need to do the restore?

Error Message When Leaving Review For Apps Downloaded Using a Different Country App Store

DESCRIPTION:
When attempting to leave a review for an App that has been previously downloaded or purchased using a different country store but on the same Apple ID - the user receives an error message. The issue stems from the App not being in the Purchase History of the presently associated country store as purchase history is country dependent rather than Apple ID dependent.
STEPS:
1. Login the App Store on iTunes or iOS Device using an Apple ID associated with a country.
2. Download an App for the first time using said Apple ID.
3. Change the country of said Apple ID.
4. Attempt to leave a review of the previously downloaded app.
EXPECTED RESULTS:
A user should be able to leave a review to an App he/she has previously downloaded whilst the Apple ID is associated with a different country. The App Store button should show Downloaded after the country change and the App should continue to be displayed in the Purchase history. In other words the purchase history should not be country dependent but Apple ID dependent.
ACTUAL RESULTS:
User gets an error message indicating that the app needs to be downloaded or purchased first.
NOTES:
I have tried deleting my reviews from the original country store, and yet I am still not able to leave a review. Please make the purchase history dependent on the Apple ID rather than the Country Store. If this is not possible, provide a way for users to remove to delete the purchase history from the previous country store(s) - so these apps can appear on their current country store's purchase history. Thus they would be able to leave reviews for these apps.
