Why does iTunes keep telling me This Apple ID is not currently eligible to purchase gift cards, when I can automatically purchase music?

I had the same problem.  Then after trying many times, it suddenly let me buy a gift certificate, but now I get the message again. I have contacted support via express lane and had no answer in many days.....

    That's strange.  I had a different issue regarding the purchasing of a gift certificate.  I emailed Apple support.  The response I received did not mention gift certificates no longer being available. You'd think they'd mention that in the email.

    Same problem here and it seems to be a problem that has been occuring, intermittently, for quite a while. I  received the following reply from Apple Support
    "You will receive an email after the matter has been investigated and further information is available."

    Yeah, they wrote days after my daughter's birthday that the problem had been fixed but since they were so (too) late, I didn't bother to follow uo and make a purchase.
    Well, today I did and it didn't work.
    Am I surprised? No

    I spent hours on Thanksgiving Day, November 22, slowed by so many steps and distractions, to send an important birthday gift the "Buy Itunes gift" specifically says you can do - only to get this not eligible Apple Id over and over.    I called customer service on the 23rd which contacted some dept. and then the  senior advisor, my understanding was they new why my account Apple Id was not eligible but they would not, could not tell me.  Really???     Ridiculuous - the system let me buy a $1.29 song but not a $50.00 gift certificate - does that make good business sense.   There are options to "I anything and everything"  after dealing with the website and people through customer service that offer no solutions that will be the way I go.   No customer satisfaction.   Glad this happened before I changed to IPhone - would not think of it now.

    I'm trying to give my son a gift certificate so he can buy some games for his new iPod but I keep getting this cryptic message on both my wife's and my account. All the previous discussion posts on the topic seem to be unresolved except for a few that say it suddenly began working again. Is this how I wanted to spend my Christmas afternoon? Is this a problem related to the iTunes Store being too busy? Any help would be greatly appreciated.

    What???  Why not?  I want to buy an e-gift card for someone and Apple won't let me.  Why does it give me a menu option, let me click through all the steps, let me type a message, and then tell me???????????  If no one is able to use this feature, why does it exist?  HORRIBLE user experience.

    I believe there is a limit to the total amount that can be spent on gift certificates per month for security reasons.

    Apple is losing a BIG sale today because of this roadblock. Not only that, I will stop buying music from iTunes and stick to buying from Amazon which is easy and hassle free, including printable gift cards.. I have iPads under the tree for Christmas. I still have time to take them back and get some Kindles.

    I have verified my credit card information, but I continue to get this error message.  What am I missing?

    This is happening to me too - it then stated that my credit card wasn't valid, so tried 3 others .. none of them work ..!
    I was trying to buy these for last minute birthday gifts ! 
    Come on iTunes sort this out - it used to work for me now it doesn't !!

    I finally figured out that this is a fraud prevention "feature," and Apple/iTunes is deadly serious about it. ... I contacted support. They emailed back a day later and asked me to send a copy of a utility bill to verify my address. Well, I live on a SEMINARY campus where all bills are paid. Here is an excerpt from the support reply....
    "I see that you have not been able to provide a copy of your electricity bill because all your utilities are paid. I'm sorry you are experiencing this issue. As a customer myself, I can understand your concern regarding this. Let's see what we can do to get you up and running.
    "Unfortunately without a document that proves your current residence at the location listed on your iTunes account we will not be able to reenable the account."

    The prompt you are seeing indicates your Apple ID needs some information that needs to be updated.  I recommend reviewing the section titled "For iPhone, iPad, or iPod touch," specifically step 10:
    Tip: If you are trying to create an account using an existing Apple ID, like your iCloud email address, you will receive a prompt telling you that your email address is already an Apple ID. Simply tap Continue, and then tap Use Existing Account on the following screen.
    - Next, you'll be required to enter your billing information. To choose a different Credit Card type, tap one of the available options, and then tap Done. You will not be charged until you make a purchase.
    - Once you've filled out all of the fields for your billing information, tap Next.

    To deauthorize all computers associated with your Apple ID
    If you need to authorize your new computer and are unable due to already having five authorized computers, you can deauthorize all computers by doing the following:
    1. Click iTunes Store on the left side of iTunes.
    2. If you're not signed in to the store, click the Account button, then enter your account name and password.
    3. Click the Account button again (your Apple ID appears on the button), enter your password, and then click View Account.
    4. In the Account Information window, click Deauthorize All.
