Why does Webworks only reference page '1' in index?

Question

I have a book file that successfully creates an index where each element looks like this: "topic x       12"  where the number '12' is the page number of the referenced element. For example:
Currencies  10
   currency code   11
   default value  12
   modifying 14
When I add and convert the book files in webworks publisher (7.0.4) all the index topics appear, but every one of then refers to page 1.
for example:
Currencies  1
   currency code   1
   default value  1
   modifying  1
Ironically when the hypertext page reference is clicked, the topic is always correctly found and displayed.
I am blocked a couple of days with this problem and can only think to go in the index.html file and manually correct everything, but this would take a huge amount of time and of course every time the html is regenerated, the referenced pages get put back to page '1'. I really don't even know where to start troubleshooting this and I wonder if anyone has either experienced the same problem, or might have a clue to what is going on. Many thanks.

Thanks Sheila and Michael.
Looking at the FrameMaker online help as an example (I guess they used WWP to create it) , multiple references per entry are indeed supported and these refer not to page numbers, but to the order in which they appear in the online book. In my own project I did as Michael suggested and tried a multiple reference which worked without any additional tweaking of macros or anything else. I got the following:
In the FM index:
   Country 10
       country code 12, 18
In the html index:
   Country 1
       country code 1, 2
Of course Sheila is correct in saying that who needs page numbers for an online index, I guess I should have thought that through.
