Why doesn't my new ipad 2 work?

I have just purchased an ipad2 and it has just arrived. I turned it on and followed the instructions: download iTunes. what do I don next?! I have turned it on and it is just a black screen with iTunes' and the iTunes logo on it with the iPad cable... what do I do next, and have I done anything wrong?

My experience with ipad 2 has been horrible for most of the last 3 years. I can't remember the last time I seamlessly restored, updated, synced, plugged-in with my primary itunes account on my primary laptop pc.
As a result, I use it as an AMAZON KINDLE and newspaper. It does not play music or really do anything it's supposed to. I also am not able to download apps or use any of the ones I tried to download in the past.
Really bad experience with this device. Would rather throw it against the wall then update itunes, update ipad, and have it require every "emergency save" in the book. "hold this down, hold that down" hold your middle finger up, "Hi, Apple,"
Gave it the semi-annual Try today and I CAN'T GET IT TO START FROM RESTORE or whatever the emergency line is.

Hi there, I have a new iPad Wifi +4G that I recently purchased whilst I was overseas in America from an Apple Store. I have a data plan back here in Australia which is a $99 micro sim for 10GB of data for a year which is with Virgin (running on the Optus network).
I have with no success found the personal hotspot setting anywhere, whether it be in settings main menu or settings, general, network. I have tried with the network on and off and have not found it.
I rang Virgin, who somewhat explained that they weren't doing personal hotspot yet, or at all (kinda hard to understand their tech support)...
I hope this isn't a Telstra only feature, as apart from their coverage wouldn't go with them anyway.
Any advice would be greatly appreciated.

IMHO your reasoning makes no sense. The iPad has what is required for "personal hotspot" built in. It only makes sense that you would need a plan that supports this built in functionality in order to use it.
When you buy a car advertised to get 40mpg do you get **** because the car dealer never told you that in order to get 40mpg you have to buy gasoline? The car's 40mpg capability is built in but you still need to buy gas to use that functionality.

Why doesn't the new ipad apps system not work?

When I saw the new system of updating apps in ios 7.0.3 I was delighted but unfortunately it doesn't work I left at least six apps to not update but unfortunately they all updated on their own last night. So what is the point of a manual update when Apple overrides it? Now I have to delete and reinstall. We need a way of removing apps from the update list before Apple overrides it.

If you delete the apps and reinstall them directly from the App Store, you will be installing the updated apps that you just deleted.
If you delete the apps on the iPad and still have the older versions in iTunes on your computer - you can sync them back to the iPad and that will work to retrieve the older versions.
When you delete apps, you delete the data and documents associated with those apps.
Settings>iTunes & App stores>Automatic downloads>Updates>Off. Is that how you have this set up in your settings. I set my iPad this way from day one and no apps have ever been updated without me initiating the update.

I don't know why your Apple ID is now being used on the iPad unless the store just created the ID but did not sign your mom into her own ID on the device. Try Settings>iTunes & App Store>Apple ID. If your ID is showing, tap on it and sign out, then sign in with your mother's ID.

Which version of Windows have you got? XP, Vista or 7? And is it 32-bit or 64-bit?

After downloading, you need to run the installer.

Have you tried closing the iBooks app completely and seeing if it works when you re-open it ? From the home screen (i.e. not with iBooks 'open' on-screen, though it sounds like you can't get it to be open anyway) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the iBooks app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
If that doesn't work then you could try a reset (not sure whether this is what you meant by a restart) : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

Why doesn't Skype Click-to-call work on Windows 8.1?

Why doesn't Skype click-to-call work anymore? I upgraded to Windows 8.1, and now when I click on a highlighted phone number it asks "Which app should I use" or some such microsoft text. But no application is listed. Apparently it does not work from within Firefox (I have the latest version). And I can no longer find a Skype Click to Call application or extension in Firefox. Do I need to use another browser or is there a fix for this?

I currently have skype click to call installed with firefox and windows 8.1 up to date. I would advise you to re-install skype and its click to call addon and see where it gets you
