Why dont i receive texts or phone calls when my phones off or flat?

I Have an iphone 4 and have had it for nearly 2 years. Ever since i got my phone i have not been able to receive text messages or phone calls when its turned off or flat.
So if my phone goes flat and i turn it back on, i never receive calls or texts. I have tried turning my phone off then getting someone else to text me, then i have turned it on and the text does not come up?
i really need help on this due to family or work texting me and i dont realise.

I don't understand why you would expect to receive calls when the phone is turned off. By definition, it's OFF; it is not going to work. If you have voicemail enabled on your line callers should be given the option of leaving a message, which you can then listen to when the phone is on. If a caller does not leave a message there is no way to know that they called.

Why can I receive text messages but not send. This has been happening for about 10 hours.

Thanks for the response. Must be smart phones. My daughter has a dumb phone and she can send out. I tried deleting my text messages on the Verizon website, but they won’t delete. It must be on their end. Chat line was busy forever, until they shut it down.

It started around 8am CST I cant send or receive texts not make calls. I get an automated response to hang up and dial *611 but after doing that I get the same automated response saying the call couldnt be completed as dialed and to hang up and dial *611. The bill is paid in full btw.

Can you dial *228 option 1 and reprogram the phone? If that also kicks you out, you may want to take the phone to your nearest Corporate Verizon store or call Customer Service if you have another phone that's working correctly. There may be an outage in your area or something similar going on at Verizon's end.

IOS 7 downloaded fine but I can't back up restored. Tried 3 times. Tried turning off iCloud. Now I can only receive texts and phone messages. I cannot make calls, retrieve phone messages or send any texts. When I try I just get a blank screen. HELP

I initially tried to do this at 11:39pm last night. I cleaned up my apps, backed up to my computer and then took the plunge. It downloaded fine, everything went ok until I tried to restore backup. I received a message that there was an error in iTunes and iPhone could not be restored. I tried this three times giving up at 2:00 am. I tried again at 7:30am. No fix. Now I can open up phone and browse in safari. I can get notifications that a text was received or a phone message left but I can't receive or make phone calls, retrieve phone messages, or access any text features. Also I have NO purchased apps. I use my phone got work and this has ruined my day - please help!!

I would start with going to O2 with the phone and making sure it's set up properly - maybe the SIM they gave you isn't quite right or their network isn't acknowleding it like it should.
Seeing as you've tried restoring to factory settings and resetting network settings, I'm assuming you've tried restoring the phone as new, just to see if that helped at all. If that didn't help, you definitely need to get in touch with O2 and work things out with them.

You shouldn't be charged if it's a hardware issue, it is under warranty for one year. As stated above, out sounds like something you installed like a messaging app. Keep in mind that not all applications in the market are safe. Factory reset and try again. If that doesn't help, go into a dealer and demand a replacement.

Can't access contacts, not receiving texts, not all calls come through....

I downloaded the required update to my Motorola Droid Bionic this morning. Ever since I can't get into my contacts. For over 8 hours when I click on the contacts icon, I see a message: "Contact list is being updated." I am not receiving text messages and only occasionally do I receive incoming phone calls. At any rate ... you might try a system cache clear:
Power down phone
Hold volume up/down & power simultaneously until you see the Boot Mode Selection Menu
Use volume down to navigate to 'Recovery', use volume up to select
Should see screen with triangle and exclamation point next to an Android
Press volume up/down simultaneously to go into system recovery
Use volume rocker to navigate to 'wipe cache' and use power button to select
Once finished, use volume rocker to navigate to 'reboot system now' and use power button to select

You have to check with your carrier. I know Verizon you can log in and block calls.
You can not selectively do this on the phone.

I can send and receive to any non iPhone user. I can send a message as a text to an iPhone user but if I'm not connected to cellular data or wifi I do not receive messages from iPhone contacts. From what I understand these message should automatically send to me as texts instead of iMessages but since the update it's not functioning properly. Please help. I have the same problem! Before the upgrade, if I wasn't connected to the internet, any messages sent to me from an iphone would convert automatically to a text message. I have payg tarriff, so I turn cell data off, as it costs too much to use it. I have wifi at home and work, but if I'm out and about, I don't receive texts from iphone users until I'm on wifi.
