Why flash get block on browser

I am designing a web site with several flash elements that I
include in a html file, everytime thet I preview it, on the browser
when you roll over the swf's it the border get highlighted and you
can use the bottons , you have to click once and then it let you to
interact with them. It is wierd it never happend to me before. I
hope someone can help me. Thanks

    Queues might get blocked to various reasons.
    The reasons i can think of are:
    1) Contention for resources : If there is a contention for resources like memory, the first message of the queue gets blocked, causing subsequent messages to be blocked as well.
    2) Huge messages: HUge payloads choke the queues.
    3) Receiving system processing the messages slower than the sending system.

    If you get a "missing plug-in" error, select
              Safari ▹ Preferences... ▹ Security
    from the Safari menu bar and check the box marked 
              Allow (or Enable) plug-ins
    Then click the button marked
              Manage Website Settings...
    if present and make sure that the website is not blocked for Flash.
    Step 9
    Select
              Safari ▹ Preferences... ▹ Extensions

    Can you check to see if you have "enable plug-ins" checked in Safari's preferences dialog, under the security tab? If not, enable it and check.
    It seems to be a browser specific issue. Try a different browser like chrome or firefox, check if it works there.

    I'm sorry you're going through this.  I suspect you're running into a conflict with our Protected Mode which was introduced in Flash Player 11.4.  Please try the troubleshooting steps outlined in this FAQ:
    How do I troubleshoot Flash Player's protected mode for Firefox?
    In particular, I'd recommend temporarily disabling protected mode (for troubleshooting purposes only) to see if that addresses the issue.  If it does, please re-enable it and give our latest Flash Player 11.6 beta a shot.  You can download it here:

    Sounds like it is blocked for the website you are at. Check with this:
    You can quickly test whether a recently added plug-in is causing problems by blocking it.
    Choose Safari > Preferences, click Security, then click Website Settings next to Allow Plug-ins.
    Select the plug-in you want to disable on the far left, then click each pop-up menu on the right and choose Block.For some plug-ins, you see pop-up menus for different websites, and you can choose to block each one individually. Use the “When visiting other websites” pop-up menu to block all other websites that don’t have individual settings.

    Check that your Flash plugin is up-to-date. Only download from adobe.com
    Also, if you run Java, make sure you have the latest version installed. If any security holes are discovered in them, Apple blocks them until they are updated.
