it is currently on the iOS 6.1.3

The 4th generation can not be upgraded beyond 6.1.3. It lacks the required hardware (RAM) for the new version of iOS.

According to settings it has connected but I cannot access anything online and the internet icon is missing.
WiFi is working on my phone & laptop so it doesn't appear to be a problem with the router. Also I've just synced my iPod with iTunes, reset and restarted - still no luck.
Any suggstions?

When I connect my ipod touch to my laptop it says that it has sync'd on itunes but does not sync the music that I have downloaded onto my ipod touch!! I am going round in circles with the troubleshooting manual as the page on itunes that I have looks totally different to the page that is described in the manual. I have tried everything!!! I have searched everywhere on the internet for ways to fix it but i cannot find anything to solve my problem!
I have tried charging it for a whole day that did not work, I tried the home and lock button for 30 seconds etc, I have tried pressing the home for 5 seconds then the lock for 10 then the home again for 5, I have tried putting it in recovery mode, I need to know what is wrong with it!!! It is only around a year old... It has'nt been used since around August but surely a whole day on charge will be ok??

Did you buy your iPod Touch from a friend? If so it is very likely that the prior owner had jailbroken the iPod Touch without telling you. Try ensuring that you have the most up-to-date version of iTunes. Next try to plug in your iPod to your computer by way of usb cord. Then open iTunes and check whether your iPod is recognized. If it isn't recognized try navigating to "My Computer" under start and check whether your iPod appears as a removable device. If your iPod Touch is still not present then try putting your iPod Touch in DFU Mode and attempt to restore it.

Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6.

Why is my iPod Touch not being recognized in iTunes, Device Manager, or my entire computer?

I have had my iPod Touch since christmas and it is now June. The version is 4.1 and it's the one with the camera. My previous cord worked fine and I never had any problems with iTunes or my iPod before. I lost my cord for about a month (actually I have no clue how long) and my dad picked one up for me yesterday. It cam in a BELKIN package with the USB cord that plugs into a wall charger or car charger. So, I needed to upload my music and when I plugged my iPod in, I went to go sync the music, and I noticed the was no "Device" column in iTunes. So, I went into "My Computer" and didn't find it in (E:) where it always used to be. Then I searched the WHOLE computer and I couldn't find it anywhere. Then I searched for help online. Everything kept telling me to go to device manager and reinstall the device and blah blah blah. BUT IT'S NOT EVEN IN THE DEVICE MANAGER!! I couldn't find it anywhere in there! So like, is my iPod completely erased from my computer forever??? I tried restarting my iPod, my computer, and I made sure my iTunes was the lastest version. I also tried 3 different USB ports and none of them worked!      SO NOW WHAT!!?? Should I try a different USB cord?? Please help!!!

You should get a genuine USB cord from Apple, to make sure your iPod 4G is supported correctly.
