Why hasn't Apple created a way to find a lost iPod without using FindMyiPhone or iCloud?

I think that the majority of users, like me, don't know that there is even a way to find a lost iPod/iPhone until AFTER they lose it.  Appl should find some other way to find a lost/stolen iPod without using apps/iCloud.  Personalley, I find the FindMyiPhone app useless because it can only be used in wifi locations and through iCloud.  I don't even HAVE an iCloud account because I didnt think i needed it.  I had 16 gb to use so i assumed i didn't need the extra space iCloud offered.

    In some folks' version of the world, you have plenty of ways. YOu have the aforementioned services, you have iCloud, all you need is an internet connection and you're good to go. And that works perfectly...if you always have the internet.
    If you want more non-internet dependant ways, then the best way to let Apple know is to send them feedback. They don't monitor or respond to this forum (Beyond removing rule breaking posts) but they do at least log feedback. However, the lack of a file manager will always be an obstacle. There are some apps out there that have at least a pseudo file manager - as in the ability to move documents into multiple other apps. I have Readdle Docs which I can use to download and move things around with, but again, back to the internet or wireless.

    Let me explain a little more. I had downloaded a lot of free books in the past as a trial when iBooks was first released and since then I have decided I no longer want them, because of this I hid them from the purchased section of the iBooks store. The 5 books left are ones I decided to keep as seen in the following picture.
    This is how it appears in iBooks on my mac. There are 4 books downloaded and 1 book that I have decided not to download at this time. I would still like to keep this book available in the cloud incase I want to download it again in the future. You’ll notice that hide iCloud books is not selected, if I wanted to hide the book that I have chosen to keep in the cloud, but have not downloaded yet I could.
    This is exactly how I think this feature should work. If you have hidden a book from your purchases it should not show up in the mac Ibooks app. (I am aware you can never actually delete a purchase, just hide them and that hidden purchases can be restored to your account from within the account management section of the iBooks store).
    The iOS app is working differently for me. Here is a picture of the purchased tab on the iBooks store in iOS Ibooks. Again notice that pictures of Lilly is still yet to be downloaded. This is how I expected it to look.
    If we visit the front page of iOS iBooks the view is very different from what I expected. Here we can see the 4 books I wanted to keep on my device and have downloaded. We can also see the 1 book I wanted to keep, but did not want to store locally on the device and left in iCloud (Pictures of Lilly). However we can also see all the books I had hidden from the purchased section of my iTunes account and which I believe should no-longer be visible, Dracula, frankenstein etc…

    Interestingly I have the same issue on my iPhone 6 running iOS 8.3 as I do on my iPad mini suggesting that this might be an issue either with my account or with iOS iBooks software in general.

    If you set up the Find My iPod service prior to the iPod going missing, then there is a chance that can be tracked, though it depends on a number of factors (the iPod is turned on, connected to a WiFi network, and has not had the Find My iPod service disabled). Log into icloud.com from any web browser and go to the Find My iPod section. Note that the iPod will only be located to the closest WiFi router. You'll still have a pretty large area to search.
    If you did not set up Find My iPod, then there is no way to track it. If you think you know a general area where you lost it, you can try sending an email or Facetime request and it's possible you'll hear the tone and be able to locate the iPod that way.

    I have tried all the suggestions.  Turning off wifi.  Airplane mode.  Turning off the device.  Reset settings.  None of these things help.
    I have been reading posts about this issue that go back YEARS.  Why has Apple not implemented a "cancel updates" ?   Why was any potentially lengthy process ever let out the door without a way to cancel it?

    There have been many people posting about this problem for years.
    I have seen NO response from an Apple rep.  (Thank you for the feedback URL, I will use it)
    None of the user-supplied ideas seem to have worked for me or any of the previous victims of this problem.

    I don't get why the iPhone and iPod couldn't have just been released at the same day. What are your thoughts on why they chose to release the iPod Touch 5G a month after the iPhone 5?

    Well, that isn't going to work in my case... I've ordered the iPod Touch 5 as a replacement for my iPhone 4, since I rarely use mobile 3/4G internet, what with so many WiFi Hotspots available that are both faster and cheaper. The new iPod Touch 5 plus a simple cell phone will do fine, thank you very much, at about half the fixed and variable costs...

    The serial number will do nothing to help you find it.
    If you failed to set up find my ipod, then there is no way to track it.

    In your Apple ID - Profiles:My Products if you filled it out. Not only that you might be able to, via Apple ID & iCloud sign up/in and activate find my Mac. If you have not activated iCloud you can do that too.
