Please help me , my Ipad is completely discharged I have not find a way to load it

Discharged? As in dead battery? If the battery is dead the best way to charge it is with its supplied power brick plugged into the wall. And if the battery is totally drained, it may take a good half hour or more for it to show any signs of life. If your only way of charging is via a USB (which is not the recommended way) then it may take even longer for the iPad to get enough power to turn on. Most USB's put out about half the power the iPad wants and even then only when the computer is on and awake.

If you have an iPad 1G you cannot run iOS 7. If you are currently using iOS 4.x.x then you cannot upgrade OTA. Instead do this:

Download Apple – iTunes 11.1. Connect your device to your computer and open iTunes. Select your device under the Devices heading in the iTunes' sidebar. Click on the Summary tab in iTunes' main window. Click on the Update button.

You can use the same Apple ID on an iPad and a computer but you cannot have both devices on the network at the same time.
I have a MacBook pro and an iPad and had the same Apple ID for both. When a Facetime call would come in, the iPad would conflict with the MacBook and the call would fail. Likewise, if I tried to place a call, Facetime would fail. If I shut off one of the devices, Facetime worked fine.
What I did to resolve the problem is create two email addresses for my account (one gmail and one yahoo). I asigned the primary one to my iPad and the other to the computer. Since most of my Facetime calls are on the iPad, people usually can reach me on my primary address.

Are you trying to update OTA (over the air) on the iPad itself? To do so, you need to have iOS 5.x or above installed. The OTA update feature was added with this version. If you are running below iOS 5.x, you need to use your PC to update the iPad to the newest iOS 7.
Check your iOS version: Settings>General>About
The number displayed under "Version" is your current iOS version.

You can only update a device to the highest iOS version that it supports, which for an iPad 2 is 7.0.4
What happens when you follow the instructions on the page that you posted from ?
To update, connect the iPad to your computer's iTunes and copy any purchases off the iPad to your computer via File > Devices > Transfer Purchases. You may also want to copy photos and any important documents off the iPad as well e.g. via the file sharing section at the bottom of the device's apps tab when connected to iTunes, via wifi, email, dropbox etc - they should be included in the backup, but it's best to have a copy of them outside of the backup just in case. You can then force a backup of the iPad via File > Devices > Back Up.
Then start the update by selecting the iPad on the left-hand sidebar, and on the Summary tab on the right-hand side clicking the Check For Updates button

i don't understand. if i paid for my ipad, it is supposed that i'll have to be able to do with it whatever i want to do. The problem is that the new ios makes my ipad2 slower. Tonefox, apple is forcing me to use a ios that is not the most appropriate for my ipad.

I can't backup my iPad to my computer so I can't update to iOS 5

I have an iPad and I still can't update to iOS 5 since it came out. The original computer that my iPad would sync to is gone and I authorized my new computer but i never checked the music box and video box and app box so it doesn't sync but to back my stuff up to update, I need to sync but when I check the box to sync my music or videos exc.. it says all my music will be deleted and replaced with the music from my library but...there is no music or apps or videos or podcast in my library. and I do not want to lose my music and apps there are a ton of them. Any recommendations into fixing this problem?

Transfer Purchase from the iPad to the computer.
Connect the iPad to the PC and launch iTunes. Right click on the iPad name on the left sidebar of iTunes and select Transfer Purchase. That will put all of the iPad purchased content into the iTunes library.
