i cannot download free apps via the App Store...i get an error message that asks me to enter my credit card information... i wish not to enter my credit card info until i want to purchase something, and to download free apps, i do not believe i should need to enter credit card info.

What happens when you try to download those apps ? You haven't got an app age restriction set in Settings > General > Restrictions on your iPad ? If you are getting an error message then what does it say ?

Have you tried updating the apps via iTunes on the computer?
If so, do they update?
Are you able to then sync those updated apps to the device from iTunes?

You must have a valid method of payment even for free apps, in case you make in-app purchases (you won't be charged). You can use an iTunes gift card.

I have had my iPhone 4 for a year and a half, with absolutely no issues. I've been downloading, using, and upgrading apps all the while, until suddenly I ran into this issue.
I used a pre-paid credit card to make an in-game purchase, and ever since then I am asked to put Mastercard, Visa, or Amex information into my billing info. I do not have a credit card, I even purchased an iTunes gift card thinking I could use that as a 'payment method' (even though I was simply trying to update an existing free app) and there's no option for it.
Frankly, I'm quite irritated. I wouldn't mind making a new iTunes account, but wouldn't that affect the apps/purchases/saved game info associated with my current account?
How the heck do I fix this issue, I can't use facebook as it requires an update but I can't update without a CC. Ugh.

I also wish to perform the 'free' upgrade to the mavericks OS however I am prompted to enter credit card details. This is neither appropriate and obstructive to my apple experience. I only wish to perform the upgrade and will give my details at a later date should I wish to make a future purchase. I am trying to purchase a free app. I get the message this apple ID has not made a purchase in the store. It sends me to update the credit card information, but I do not have an option for "none" on a credit card. How do I get past this? I do not want to enter my credit card information, nor do I want to purchase an itunes card.

You say that the account is a few years old, but have you downloaded things from the store with it in the past ? If you have then you shouldn't need to enter card details even if it's the first 'purchase' on the iPad - I've never needed to on any of my devices.
By iCloud account do you mean sign into the account in Settings > iCloud on the iPad or something else ?

Try the 'report a problem' link from your purchase history : log into your account on your computer's iTunes via Store > View My Account (Store > View My Apple ID on iTunes 11) and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that app and click the arrow to the left of it, click on 'Report a Problem' and select 'I inadvertently purchased this application' in the problem box - iTunes support should reply within, I think, about 24 hours

I was unable to download free apps because I don't have credit card or visa

I went to apps store and try to download free application on my iPod touch (4th generation). Then when I sign in, I have missing information like the payment mode, even though its free appliction and I dont have even Credit Card or Visa to finish filling it up. So thats why I cannot download free application.. HELP ME ASAP.

Have you created the account? If yes, the following procedures cant be applied. You have to open a new account for this to work!
In your PC:
1.Open iTunes and navigate to App Store!
2. Sign-out of Apple ID.
3. Upon seeing a free app, you'll notice that a button named FREE is displayed beneath so when you click it, it downloads automatically.
4. Click it, now a dialog box opens up asking you to provice your Apple login details, in that box you'll notice the option named CREATE AN ACCOUNT, click it and create a new ID.
5. On the payment page, there will be an optin named NONE, select it and complete the registration.
Its done.
