If you are getting a message to contact iTunes support - that is what you should do. Follow whatever link or message that they give you and then see what happens.
It could be any number of reasons why this is happening, credit card issues, ID problem ... but iTunes will probably have to sort it out for you if you are getting that message.
Contact them and post back with any additional information.

There isn't an app for that!
As far as I can tell there is no option to give you that control. It is worth noting that apps can be withdrawn from the store at any time. Should your device need restoring you need all the apps in your library to transfer to it before the app data can be successfully restored. Pulling that all down from the cloud would be time consuming.
If space is becoming an issue you should consider moving the library to a bigger drive (which you should also backup to another).
As a temporary measure you could try deleting some larger apps using Finder from within iTunes/iTunes Media/Mobile Applications while keeping the entries in your library. iTunes may complain during syncs that it cannot copy apps to the device because they cannot be found, but it should not clear them from the device. Test first on a single app that doesn't have any data that you would mind losing in case the behavior has changed from the last time I tested it.

Try double taping the stuck app, it should stop the download, then restart. You can also try going to the App Store, searching for the App, and try installing from there if it let's you. Can you hold the icon and make it jiggle to delete it?

Yes of course you can as long as the debit card is set up for online transactions.
A lot of people only have debit cards as opposed to credit cards. In terms of the merchants side of the transaction Debit cards work in the exact same way as credit cards, the only difference is how the bank deals with it

Cant update apps from AppStore with iOS 8

After I upgrade my iPad mini retina (A1490) to iOS 8, I found all my apps cannot update in AppStore.
Neither clicking on the 'update' button for each app nor 'update all' in AppStore will work, and no progress was made, just the round indicator circling forever.
Has any one met this problem and know what is going on?

Did you do the "erase all content and settings" before performing the restore?? That was the key for me. I had tried all the "normal" things, reboot, hard reboot, etc.
It had trouble even during the complete restore - it stalled at one particular app for a long time (15-20 minutes). I disconnected the lightning (USB) cable, waited 30 seconds, reconnected and it picked up the restore.
Still painful as most of my application data had to be restored through each app. Kindle books reloaded, etc.

That world changes quickly, while governments tend to lumber on like the long dead giant herbivores. From my travel experiences of 20 or 30 years ago, I can remember when you would be hard put to find Visa accepted widely outside of the US. Everyone preferred MasterCard or American Express. The latter was not overly liked because of the fees they charged vendors. Fortunately, that's not the case anymore, but it took those changes a while to happen. I recall my first trip outside of the US for which I had my Visa and AmEx cards. Then I discovered that no one took Visa. Even the local ATMs didn't accept Visa, and most did not like AmEx. Went to a local bank in order to get cash using the Visa card because that was my only recourse at the time. They told me I should have used a MasterCard. Who knew? Next trip I had a MasterCard in my wallet.

It sounds like you are trying to change your login in the Tunes store through iTunes on your computer, which you can only do once in 90 days, which you don't need to do for this.

You must be within the Country with a Valid Billing Address and Credit Card for that Country to use the Store of that Country...

How do I transfer my purchased apps from my old ipad to my new ipad? All with the same Apple ID and Itunes account.

I just purchased a new Ipad with 4G yesterday and I am trying to transfer my purchased apps from my old Ipad to the new one. We have one Apple ID and one Itunes account that we are using.

Connect the old iPad to your computer, launch iTunes and then sync the iPad. A backup will be created when you sync the iPad and your purchased apps should transfer into your iTunes library on the computer. Just to be safe - manually transfer the purchases as well.
After the sync completes - right click on the iPad name on the left side under "Devices" and select - Transfer Purchases. Let the process complete - and just because I am OCD - I would sync one last time. Eject the iPad and quit iTunes.
Then connect your new iPad to the computer and launch iTunes again. You will be given the opportunity to set up as new or to restore from the backup of the old iPad. Choose backup from the iPad - let the process complete - and then follow that with a sync with iTunes to put all of the content that was on the old iPad onto the new one.

Since hiding them on your Mac (you did it via the Purchased link under Quicklinks on the right-hand side of the store homepage ?) have you tried logging out and back into your account on your iPad ? I haven't tried it on the IOS 7.1.1, but with iOS 7 there was (or maybe still is) a 'feature' that meant that after hiding them you then needed to log out and back in on each iOS device for them to become hidden from the Purchased tab in the App Store app on it - tap on your id in Settings > iTunes & App Store and log out and then log back in.
