If you have an account in the US app store, you can only use it if you are physically in the US.

What 'apple stuff' are you trying to sign into, where are you doing it, and what happens when you do it ?
If you've reset your password you might need to log out of your account on your iPad by tapping on your id in Settings > iTunes & App Store and then log back in so as to 'refresh' your account on it so as to be able to use your account in the stores. -

2. Settings>General>Date and Time>Set Automatically>On
3. Make sure Time Zone is correct

For instance, if your billing address on your credit card statement does not match exactly the information that you entered, you might get that message. In other words, if the word "Street" is not abbreviated on the credit card statement, don't abbreviate it in the iTunes payment information.
Another thing could be that you need to enter the security code from the back of your credit card and you failed to do that. Is that possible? -

I go settings then store to sign in but I can't sign because it says my apple id has not yet been used before the iTunes store? That's why I cant download apps?
That means you have to sign into/view your account and review you account and make sure you have a valid payment method specified in your account.

I am trying to fix an outlook cal sync issue which requires me to sign into icloud. I get this error every time I try. "You cant sign in because of a server error" why do i keep getting this?
I have used the solution below to fix mine and others that have run into this issue.
Start --> Programs --> Accessories (Right Click on Command Prompt) --> Run as Administrator
then type in: "Netsh winsock reset" (-without the quotes-)
Hit enter, restart PC, iCloud For PC should now connect without any server errors
(This solutions will work in some instances when trying to fix errors associated when you are unable to connect to iTunes also.) -

i have downloaded icloud onto my laptop when i go to sign in it takes a while then says 'you cant sign in because of a server error'. what shall i do?
thanks.Next day the problem still continued. I did restart my computer a couple of times and then "it worked". Not sure why - if it really was a server problem or something on my side.
