Why I got charged for inapps already paid previously

I paid for inapp purchases for the below games for my kids awhile ago and afew days ago, when had to restore my cellphone and ipad, when I download those in-app again, I got charged again?

Not all in-app purchases can be re-downloaded for free - from http://support.apple.com/kb/HT4009 :
If you lose your In-App Purchases because apps were accidentally deleted, or if you had to restore your device without a backup, you may be able to download some of your in app purchases again for free. Not all In-App Purchases are eligible for free download again.
Replenishable In-App Purchases and subscriptions cannot be downloaded again for free, and must be repurchased. Examples include but are not limited to: extra ammo, additional health, extra experience points, or other one-time services.
Non-replenishable In-App Purchases and auto-renewing subscriptions can be downloaded again for free. Examples include: bonus game levels, a map/city guide, a daily news subscription, or other recurring services.

And yet to download the app you clicked on a button that told you that the app would be 790 rupees for you.
The iLife apps and the iWork apps are only free when you qualify to get them free. And when you get them free the buy button to download them says free. When the buy button has a price on it, that is how much you will pay for the app.

Connect the device to the computer.
In iTunes, select the content desired to sync.
Sync.
This is all described in the User's Guide, reading it may be a good place to start.

HT204053 How do I get a refund when I got over charged? (I clicked one storage space for iCloud for $40, then changed my mind and clicked the $100 and got charged for both.

I logged in to iCloud to pay for backup storage. I clicked on the 20GB option for $40, then changed my mind and clicked on the $100 for 50GB storage space. I thought the $100 50GB would over ride the $40 for 20GB, but I got charged for both.

This has always been an unclear topic; Apple has said you can contact them within 15 days for an iCloud storage refund, but has not said what the appropriate contact is. Maybe someone else has done this before.

You say you've been charged almost 13 dollars right?
It seems like you are subscribed to Spotify through the in-app payments.
Your subscription is being handled by Apple.
You'll need to cancel directly from the App Store in order to stop getting charged monthly.
Just follow these steps to cancel your subscription:
Launch the Settings app on your iPhone or iPad.
Tap on iTunes & App Store.
Tap on your Apple ID at the top.
Choose View Apple ID from the popup menu.
Enter your password when prompted and tap on OK.
Tap on Manage under Subscriptions .
Tap on the Spotify subscription.
Turn the Auto-Renewal option to Off.

Free means Free....
As both Johnathan and Demo have indicated, if it says Free there is no charge associated with it. If you upgrade to a "Pro" version, or if you do in-app purchases, then it is no longer free....but when you initially install the app, you do not pay anything if it says "Free".
And "Yeah? I'll show you" does not help us to understand what you are talking about. If you want help, then provide specifics and we will help you to figure out your misunderstanding.

Got charged for free shipping

I took advantage of the Elite/Elite Plus early Black Friday sale and purchased quite a few items. However, after reviewing my order, I noticed a $5 charge for shipping. Next to each item it says "Shipping: $0.00" but somehow that $5 got there on the end. I checked each item as well, and each qualifies for free shipping if the order is over $35 (I bought a tv among other things, so it definitely is! )
I can provide the order number if necessary to any mods here. I don't really mind how I receive the credit--gift card, My Best Buy Points, etc. The only thing I am concerned about is possibly messing up my order if anything is done to it. I have 7 gift cards, 1 large MyBB certificate, and Gamer's Club Unlocked all properly attached.
