Why ipad or ipad mini has no calling facility when wifi cellular is mentioned in specifications and also why do they never provide calling facility for their tablets?

wifi+cellualr is clearly mentioned in ipad n ipad mini then why is there no calling facility?why does apple never provide calling facilities like other company tabs?

The term cellular means cellular data only, there has never been a telephone capability built in to the iPad WiFi+cellular models.
You must arrange cellular data coverage with your cellular carrier or another cellular carrier to use the cellular data capability of the iPad.

No phone provides true call blocking. At best, they provide call diversion. Essentially, the call is answered and disconnected automatically. If I recall, Apple is adding call diversion features in iOS 7.

The 3rd Generation iPad and iPhone 4s both have an Audience chipset for noise suppression/voice recognition that the iPad 2 et. al. do not have. The iPhone 5, 5th Generation iPod Touch, 4th Generation iPad and iPad Mini are using a different type of hardware based noise suppression/voice recognition that is an improvement over the Audience chipset (hope you didn't have Audience stock).

It;s been working perfectly up until now. I have no problem on my home WIFI, or through personal hotspot working through my iPhone 5.
I have worked with AT&T, replaced the SIM card with a new one, and done a backup/restore to factory settings, all with the same result that when I turn Cellular
Data on, with or without Enable LTE, it goes into "searching" mode, or reports "no service". My iPhone 5 works perfectly on iOS 8.1.2, on Cellular. I've browsed the blogs and have tried Apple's suggested fix, all to no result.
Oddly enough, every once in a while I do get connected to the network for a short ime (minutes), but it always returns to "searching".
I've filed a report with Apple, along with a request that they contact me, but no results yet.

Hello razmee209. Thank you for your response. I spent the better part of yesterday working with Apple Support. They tried their best, to include backing up photos to my HP laptop, backing up the iPad to iCloud, then resetting the iPad in total. Same problem. I restored from the cloud to recover my apps, same problem.
AT&T installed a new sim card - same problem. I spent time with AT&T Support yesterday, too. In both cases, (Apple and AT&T) the support techs who worked with me were extremely polite, courteous and helpful to the best of their abilities, but I think the problem lies deeper, and nobody at Apple is admitting they have a problem with iOS 8, that I'm aware of.
I didn't have this issue before I upgraded to iOS 8.1.2.
Everything else with the iPad works fine: WIFI, Personal Hotspot, email, all my apps, etc.
In browsing the web for this issue I see that many other folks have the same problem. I filed a report with Apple this morning, requesting that they contact me, but no word yet. I was going to go to iPhone 6, and had been considering the iPad Air 2, but I see reports of this problem with those units as well.
At this point I don't think I'll be spending any more money with Apple, at least not till this issue is resolved.

TS3367 iPad mini has no ringtone for Facetime

When someone calls my ipad mini on Facetime, there is no ringtone. I have checked 'Sounds' and Marimba is default sound but it doesn't work. Volume is up too. Facetime does work, just no ringtone.

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. What do you mean by 'frozen' ? Have you tried a soft-reset to see if that gets it to work ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

Close the mail app and reset the iPad. Closing apps instructions are for iOS 7. If you're not running iOS 7, I assume that you know how to close apps in iOS 5 or 6. If you don't know how to close apps, just reset the iPad.
To close an app, drag the app up from the multitasking display. Double tap the home button and you will see apps lined up going left to right across the screen. Swipe to get to the app that you want to close and then swipe "up" on the app preview thumbnail to close it.
