Why is apple not verifying my macbook when installing OSX ?

hi
i try desperately to re-install OSX (latest 10.9.4) on my macbook air late 2013
after doing the described steps with deleting existing partition etc, i choose install OSX in the window that appears when i reboot the macbook air.
i am connected to internet etc.
it says, apple will try to verify the permission of this macbook.
ok
then it says there are no permissions about this macbook.
BUT i buyer this macbook inswitzerland, now i am in argentina, the macbook is NOT stolen or modificated, no illegal software etc.
WHY does apple not permit to re-install OSX?
even in the internet recovery mode, it breaks in the middle of download, and theeere appears:
apple.com/support 21 00F
nothing more.
appple has very poor support about this, very poor information on what exactly is wrong.
i WANT to reinstall osx, because my hard drive is full of "other" data, obviously it came with updates along the time. so want  a new, nice, clean install and thats all.
can anybody help me?
i of course have a time machine backup, from which i am now using macbook aair,
but this is not the idea of a new install.

OK, i calmed down, sorry.
following the situation:
macbook air,
11 inch
mid 2013,
1,3 ghz intel core i5,
4 GB 1600 MHz DDR3,
originally with mountain lion, then upgraded to mavericks in december 2013, today: OSX Mavericks 10.9.4
buyed in switzerland, NOT in a apple store but in a re-seller store.
did firstly set up a apple-id with the following email address:
undenk(at)undenk.info
and then changed to
macbook(at)yoonect.com
(this change worked well, every account as itunes etc is working great, can download and upgrade)
(only the recover email of apple id is not "changeable", it is still set to my first recover email, but i already sent a fill-form to apple in order to change that)
PROBLEM:
i want re-install mavericks or it also could be original software, mountain lion, it odes not matter.
this because my mac is full of unwanted data.
because of wrong settings
because i just want to re-install it form begin, if this is ok?
i tried to re-install from the recover-hd-frive (hidden), and everything worked well, i deleted the existing hd where installation was on, partitioned to a guided, apple journaled partition, quit the "program", chooses "reinstall the OSX".
then the installation process begins, and in the very beginning macbook advertises me that Apple will verify the permission of my computer in order to load OSX and reinstall it.
i hit OK
then very quickly a warning shows up:
apple did not find any installation information on this device, talk to Applecare.
so, then i tried Internet Recover, by pressing alt+cmd+r when booting.
i entered wifi password, (wpa2 personal) and macbook connects to the wifi and e load-bar starts to show up, but after the first 2 minutes a error message shows up, and the globe stops turning.
error: 4403F
another try i got: error: 2100F
as researched in internet this means problems with wifi passwords, firewall, etc.
i set my router to unprotected, opened every hole in the firewall, disabled the firewall etc. same result.
fazit:
it is not possible to load or install neither mavericks or original OSX on macbook air mid 2013.
during the (very short) "installation process" i have NEVER BEEN asked for apple id etc.
(it also would NOT MAKE ANY SENSE then the macbook is never purchased with a apple ID, the apple id comes later, after purchasing it.)
so , i pleas e any body out tehr:
WHAT MUST I DO IN ORDER TO GET MAVERICKS ON MY MACBOOK????
(i want a clean fresh install and not an update or alikes)

    I just found out that AVIRA AV was making my time machine backup non-working. During the troubleshooting i found a lot of support community posts that point to AV programms beside AVIRA (ESET for example) when it comes to time machine backup problems.
    Apple should (like Microsoft does for a couple of years now) provide its own, properly integrated, AV solution.
    Maybe partner up with one of the big vendors (Kaspersky or what ever) for definition updates.

    Gatekeeper is meerly a Firewall which wont protect you from drive by fileformat exploits.
    Regulating which software can be installed is also a good idea especially for people without much knowledge to prevent them from installing crap.
    But as IOS and OSX market share will grow, they will be targeted more and more for common PC threats (exploits, drive by downloads, malware, botnets, viruses, etc....).
    Just observe the Metasploit Exploit Database that is slowly beginning to integrate more and more OSX exploits.
    AV like it is used on MS Windows might not be the perfect approach but just doing nothing about OS Security is even worse in my opinion...
    ClamAV btw is next to useless if you look at MAC AV test reviews....
    I am not trying to start a MAC does not need AV flamewar here  
    Maybe there are better AVs out there or there is more knowledge on Time Machine and AV problems out there...
    Update:
    I dont mean Apple is doing nothing about OS Security. Sandboxing, ASLR and other mechanismens are something obviously. However Application/Fileformat exploits will always find exploitable bugs and Signature and Heuristic based AV are a viable option to adress those issues.

    iPad: RAM - 256MB, Processor - 1 GHz Apple A4
    iPad 2: RAM - 512MB, Processor - 1GHz dual-core Apple A5
    iPad 3: RAM 1024MB, Processor - 1GHz dual-core Apple A5X
    Similarily, the iPad 2 did not get Siri and some other features in iOS 6.

    Welcome to the Apple Community.
    Put in a request for another verification e-mail to be sent to you.
    Start here, change your country if necessary and go to manage your account.
    Also check your Mail rules and filtering, the verification mail may be going to a junk folder or even being deleted altogether. You may also wish to contact your mail provider to see if their spam filters are removing the email before it gets to you.

    I disagree. I feel that if the technology and systems are already in place and easily implemented, Apple have a responsiblility to their CUSTOMERS, many of whom are extremely loyal to the brand, to faciliate the locating of registered (and not inexpensive)products. Or, at the very least discouraging the theft of products that can be traced.

    Hi All,
    Does anyone know why SLFM is not enabled for Macbook 13" Aluminum late 2008 model?
    I just found this out after I installed bootcamp and Windows 7 on my Macbook 13" with P8600 2.4Ghz CPU 2GB RAM and 250G HDD after more than a year of using it.
    After I installed the CPU monitoring widget on Windows 7 and CPUZ, I noticed that the lowest Freq that my Macbook operates even with <5% CPU load is only 1.5Ghz and VID @1.0V.
    I installed Coolbook on OSX to confirm what I saw on Windows. I was surprised that SLFM is not visible in Coolbook which is the same result I got from Windows 7 CPU monitoring widget and CPUZ.
    I checked with our local Mac support and they got the same results for all of Macbook 13" Aluminums late 2008 model. SLFM is not visible on Coolbook which means, it is not enabled.
    I tried to install Coolbook on my wife's Macbook Pro 13" 2010, which has the same spec, P8600 2.4Ghz CPU and 250G HDD. The only difference is the memory which is 4GB RAM. There, SLFM is enabled and works just fine, running at 798Mhz @0.875V.
    Can anyone please help confirm if this is really the case for Macbook 13" late 2008 model?
    Because I checked the Intel P8600 Datasheet and SLFM should always be enabled. Otherwise, it will affect battery life as well as long term reliability of the CPU.
    I would appreciate if the Macbook and Macbook Pro owners in this forum can help confirm using Coolbook the status of SLFM in your own Macbooks. You may use any other tool in checking the SLFM and share it with us if you believe it is more reliable and better than Coolbook. Thanks.

    Apple says you can use an IMAP account to sync notes, but I haven't yet spotted how you set this up. iCloud is easy and free, though, and for me at least has worked quite well to sync my notes among all my devices.
