Why is KB2881553 not available in WSUS?

Question

I have addressed this issue in the WSUS forum and was told that the WSUS team is not responsible for what updates appear in WSUS, that is the responsibility of the specific product group, Windows in this case. I also know at this point that my WSUS
is configured correctly.
My users with touchscreen monitors or Surface Pro tablets are eligible for "Update for the English Input Personalization Dictionary - KB2881553" but this update only appears when they bypass my WSUS and go directly to Windows Update. In our
environment, we don't want our users launching Windows Update or installing unapproved updates, so this is a problem.
The update appears in the Microsoft Update Catalog, and I can import it manually into WSUS. Unfortunately that is a manual procedure that has to be repeated every time the update is revised, which is several times a month.
It seems that whoever it is at Microsoft who is responsible for Windows updates never ticked the box to "publish this update for WSUS" or similar procedure. Can someone check into this and either fix it or let me know why it's not
available?

By the way, for what it's worth I've shunned all things Metro/Modern - to the extent that I've even sought out and disabled various "Windows Store" operations.
Yet, since my systems are still tied directly to Microsoft's servers (not my own WSUS)  I still do see updates for the "English Input Personalization Dictionary" come in through Windows Update.
I am at a loss to see why it should be considered "good enough" to be included in the "official" channel of updates but not for the self-managed flavor.  It almost makes you wonder whether they're actively trying to make tying
everything directly to the Microsoft cloud work the best, with obvious motives.
I only posted here to nod my head in agreement with you, and to affirm that "LG" did a lot of typing but not a whole lot of helping in your case.  Having said that, I have been on the other side of this kind of conversation where
I have just known something isn't going to be addressed because over time I had come to know the policies of the big company, and so I have tried to express that to someone who can't understand why something isn't being addressed.  But I have tried
to remain humble.
Oh, and I'll also toss in that it's often virtually impossible to report problems to folks at Microsoft who could make a difference if only they knew about the problems.  Thus, like you, I sometimes post them here.  There are several folks
inside Microsoft who do appear to follow up on forum posts from time to time and get things accomplished, so I wish you the best of luck.
