Why is maverick asking for my billing information

Why is mavrick asking for my billing information?  It does not tell me how much it is  going to charge me.  I thought Mavrick was free?

It is free, but if there is missing info in your account information, it asks demands that you fix it.

    possibly to verify age or perhaps the app has "add on" features that cost and they would need to know where to bill these to if you wanted them 
    I know you can store your billing details, even a credit card number, securely within your iTunes account to prevent you from getting this prompt for future apps

    Get on a computer with iTunes. Click on your email in the iTunes Store, and hit account. Change billing info to None as card type, make sure billing address is correct, and hit done. It will then save, and allow you to make your purchases.

    Apple verifies your billing information with each download regardless of free or paid.
    From the iTunes menu bar (on your computer) click Store / View My Account / Edit Payment Information.
    Make sure your debit card number is correct as well as the security code and expiration date then click Done.

    When i attempt to buy movies or songs on iTunes I am asked to click on billing information after i have signed in with my apple id. When i do this, however, the same box reappears asking the very same thing no matter how often i sign in with my id and click on billing information.     The same thing happens to me on my MacBook Pro. I was able to purchase a song from the iTunes Store yesterday, August 7, 2012, but not today. Unlike claireoh, I was not able to purchase a song using my iPhone either. The same dialog box, asking for my billing information kept on popping up.
    I logged into my Apple ID account and made sure my credit card information was correct. I even re-entered my credit card number and the 3 digit security code. I logged in and out of my account in iTunes. I rebooted my MacBook Pro. Nothing worked.
    I have several iTunes Gift cards from other countries and was able to buy a song from the Canada iTunes Store without a problem with a different Apple ID.

    You can't select None as your payment type until you pay your balance. To see which order you need to pay for,view your purchase history on a Mac or PC. When you sign in to the store, you might see a message that there was a billing issue with your last order. Click the Billing Info button to see the order.
    After you pay for the order, you can change your payment information to None.
    If you’re using the iTunes Store or App Store for the first time
    If you’re using the store for the first time with an existing Apple ID, you must provide a payment method. After you create the account, you can change your payment information to None.
    If you’re creating a new Apple ID, you might be able to create an account without entering your credit card details.
    If you changed your country or region
    When you change the country or region of an existing Apple ID, you must provide a payment method and update your billing options. If you want to remove your payment method after you change the country or region, you canchange your payment information to None.
    She hasn't changed countries nor regions, she's not using the either store for the first time, nor does she owe anything.  She doesn't have a gift card.  She's just a person without a credit card.  She did have one, and now she doesn't.

    Either because you're trying to buy some sort of gift, or the iTunes Store servers are checking the validity of your account and won't charge the card, or there's a problem at Apple's end.

    If you have an existing ID, & you don't want to use a credit card, you'll have to redeem an iTunes gift card. If you don't want to do that, you'll have to create a new ID by following the directions here, EXACTLY:

    You normally need to provide some sort of payment method (in part as proof of residence in the country) before you can get even the free apps. It is possible to set up a new iTunes Store account just for free apps, but you have to create a new Apple ID; you cannot use an existing one. If you want to do that, take a look here:

    Read the steps carefully as the order in which you follow them is  critical. Note again that you can do this only when creating a new Apple ID. You cannot use an existing ID. 
    You will of course not be able to get anything other than the free content without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

    Yes, I followed the instructions to the letter. But it asks for credit information anyway and 'none' is supposed to be an option when setting up an account 'with no credit card'.
    I have two new iphones, the first one set up as expected, where 'none' was an option. Now that I'm attempting to set up the second with different information, there is no 'none', only Mastercard,Visa, AmerX, Discover and Paypal.
    My wife is ready to throw hers out the window, help me stop her...

    Are you putting in the address where the bank sends the monthly statement?
    Apple's servers are very picky about the format of the address. If you live in the USA, then the server is expecting the style that the US Postal Service uses. One way to do this is to use the USPS ZIP Code lookup service;

    Enter the address to look up the ZIP code and then copy the exact USPS output into your iTunes account information.
