Why is my ghz always 2.0

I have the macbook pro 15 in. model. I have the intel core duo not 2. I am using core duo temp and when i have nothing open is says i am still running at 2 ghz. Why is that? It shouldn't always run full blast right?

Do you know whether sysctl is reporting wrong results here?
According to sysctl, my cpu is set to a minimum freq. of 2.33Ghz:

    If it works on your computer's iTunes but not your phone then try logging out of your account on the phone by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it
    If it doesn't work on your computer nor iPhone then depending on why it's been disabled you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
    Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

    Thanks for the question. If you haven't already done so, you may want to update iTunes to v11.1 (released on Sept 18th). After updating iTunes, you can then update your iPhone 5 to iOS 7.

    You can either do so by answering your own secret questions or asking for email to be sent to you which gives link to reset password.
    Has to be 8 characters minimum and at least one Upper case and One lower case letter with one numeral
