    In the last couple weeks I have noticed that my I-Pad (2, 32g 8.0.2) has been slow. Slow opening and running  apps, slow searching online, as if 7.0 and 8.0 are too much for it to run. I have removed web data, I have reset it, I continually shut down apps (swipe up) at end of day, and nothing seems to help.
    I also have noticed that Facebook (on safari) does not play videos (since 8.0 update) or some peoples pictures on timelines do not load.  It has self shut down apps when I have them opened (twitter, safari, words with friends, notepad, Pages...)
    How can I return my I-Pad to its original performance?

    Apps randomly closing must be very annoying, sorry to hear you've been experiencing these problems. Just to clarify so I can understand what troubleshooting you have used, when you said that you have reset the iPad, do you mean that you performed a factory reset to restore the iPad to its original state upon purchase via iTunes, or do you mean you reset the device by switching it off and on again?

    Restore iPad to Factory Default; do not restore from backup. It may be the cause of the problem.
    Settings>General>Reset>Erase all content and settings

    What version of iOS is the iPad on ? If it's on iOS 7.0.3 (5.1.1 if it's a first gen iPad) then it's up-to-date - if it isn't then your friend can update directly on the iPad (if it's on iOS 5+) or via their computer's iTunes (copy any purchases off it first, File > Devices > Transfer Purchases, and take a backup) : http://support.apple.com/kb/HT4623
    If the soft-reset hasn't fixed it, then has your friend tried restoring to their last backup and/or back to factory defaults (which will remove all content from it) and then resyncing their content ?

    Do a reset, no data loss.  Hold down the home/sleep button together until you see the apple logo and then release, then wait for the ipad to boot back up.
    If that doesn't help - settings - general - reset - reset network settings - no data loss, however you will need to reenter known wifi passwords.

    At Xmas this past year, I used the same speed test app on her iPhone and on mine to check each carrier's download and upload speed. This was in Dallas where both carriers have good coverage. My download and upload speeds with AT&T blew her iPhone's download/upload speeds with Verizon out of the water. Wasn't even close.

    Some general troubleshooting steps in order:

    The iPad 2 is not as powerful as more modern iPads.
    Backround updates (iCloud, App Downloads and updates - it can take a while after iPad was updated for these to stop.) , will slow things alot. The screen effects can be turned off, speed up things.
