The iWorks apps are free on a newly purchased iOS device running iOS 7. If you downloaded iOS to an existing device, (one that you bought prior to September 2013) you have to pay for the apps.
If your Mini is new, the apps are free as long as you are using the Apple ID in the App Store that you used to activate the device. Go to the App Store and search for them and see if they show up as "free" for you. If they don't - and you do meet all of the criteria - give it a little time and they will eventually be free for you to download.
When I bought my iPhone 5S, I had to wait until the next day before the showed up as free for me.

    If the unit has NEVER been jailbroke, first try a system reset.  It cures many ills and it's quick, easy and harmless...  Hold down the on/off switch and the Home button simultaneously until you see the Apple logo.  Ignore the "Slide to power off" text if it appears.  You will not lose any apps, data, music, movies, settings, etc.
    If the Reset doesn't work, try a Restore.  Note that it's nowhere near as quick as a Reset.  It could take well over an hour!  Connect via cable to the computer that you use for sync.  From iTunes, select the iPad/iPod and then select the Summary tab.  Follow the on-screen directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.  Again, say "yes."
    At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod.  As before, say "yes."  Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time.  If that happens, only the apps that are part of the IOS will appear on your device.  Corrective action is simple -  choose manual "Sync" from the bottom right of iTunes.
    If you're unable to do the Restore, go into Recovery Mode per the instructions here.  You WILL lose all of your data (game scores, etc,) but, for the most part, you can redownload apps and music without being charged again.  Also, if you have IOS-7, read this.

    You can follow the steps outlined in this guide: https://discussions.apple.com/docs/DOC-3141 to establish syncing with your iTunes library without losing data.  (This was written for the iPhone, but applies equally to an iPad Mini.)  If you are using iTunes 11, first go to View>Show Sidebar to follow this guide.  Also, Transfer Purchases (step 5) is now in File>Devices.  If you aren't syncing your contacts or calendars with your computer using iTunes, you can skip step 2; just be sure not to enable syncing these on the Info tab of your iTunes sync settings prior to syncing your iPad.

    You are logged in with the same account that you originally activated the iPad with ? If you are then they (iMovie, GarageBand, Pages, Numbers, Keynote) should be free to download (click on the 'iPad App Collections' button at the bottom of the Featured tab in the store, then 'Apps Made By Apple' on the next screen) : Free Apple apps for your iPhone, iPad, and iPod touch with iOS 8 - Apple Support
    If they aren't showing as free then try logging out of your account by tapping on your id at the bottom of the Featured tab and then log back in and see if they then show as free.

    3GS is still sold officially and new. iPad first generation isn't. Android is even worse about things like this.

  • Why is the Pages app for iPad Mini not working?

    For the last few days I have been having major issues with the word processing application Pages for the iPad. It is taking a very long time to show me my documents, then it takes just as long to open up documents. Then when it finally opens up the document I have selected; the entire functionality is extremely slow and sluggish.
    I turned the iPad on and off several times to see if that would help. I deleted the pages app. I even freed up some extra space on the iPad. None of these things have resolved anything.
    If it is at all relevant I am using the most recent version of Pages (especially since I re-downloaded it). I am also using the latest version of iOS 8 on the iPad. My iPad is synched to iCloud. I have a maximum storage capacity of 20 gb (to which I have only used 675 kb). I am using the first generation iPad Mini (which is the very first iPad mini)
    What could be the problem?
    Should I reset the factory settings of the entire iPad? I'm at a loss of how to resolve this.

    The problem may be due to slow internet access to icloud where the document is being stored and saved.
    Try creating a new document which is not on iCloud to see how the performance is.

    Apple did say that IWork would be free, but it is not free as IMovie still has the original price, is it for certen devises or is there a problem on the store?

    The advertisements leading up to the release of iOS 7 let me to believe that I work would be free for everybody. Apparently that is not the case. I was a little disappointed to find out but now it is only free for new devices activated after September 1 however upon looking at the reviews and how horrible they are I'm  not disappointed at all in fact you couldn't pay me to use iWork so thanks but no thanks Apple once again.
