Why must I lock myself into a particular cellular carrier just to get the GPS function in the iPad Air.

I would like to have an iPad Air 128GB, but I'm being told I must lock myself into a cellular carrier in order to get the GPS feature.  I don't mind picking a carrier, but I don't want to be locked in.  I use Verizon now, but suppose I want to change to AT&T or TMobile in the future.

GPS works without a cellular plan.
Map programs such as Apple maps or google require a data connection to download map data.
Other programs such as copilot or tomtom download map data all at once after you purchase them and will not require further connection to the data connection.
The cellular version of the iPad has gps because it is part of the cellular radio chip.
