Facetime cannot be downloaded on an iPhone; it's included in the iPhone base operating system (iOS 5 or later). In what country did you purchase your iPhone? If it was the UAE or Saudi Arabia, Facetime is by demand of the governments of those countries blocked on the iPhones sold in those countries and so is not available.
Questions about an iPhone will normally get the quickest and most applicable answers if posted in the iPhone forum, by the way.

I ask because I primarily use my work laptop which has limited space so I usually convert my purchases to 160k from 256k in order to save space. I want to sign up for iTunes Match but I'd like to know before I do so I can understand how I will have to set up my library.

How do you mean? If you down-convert purchased tracks you've fundamentally changed the files so iTunes can no longer recoginize them as "purchased." And, indeed, they no longer are since they are brand new files. Of course these new files will only be "matched" or "uploaded."

We are fellow users, we won't know why. If you are frequently changing your payment method then that might be why - if you've got the message to contact them again then you could see if they can see why it's happening and if they or you can do anything to stop it happening.

Did you check in Settings/General/Restrictions/ if App-Installation is set? If activated, you can't see the app on your ipod. Music can be bought using the iTunes application, apps via the App Store program.

There is a very good reason why Apple does this.
Basically it is to prevent people from sharing purchased content with their friends. If you buy an app that costs lets say $19.99 and you let a friend sign into your ID on his device in order to download that purchase for free - that is what most people would call stealing. And your not just stealing from Apple - you are really stealing the bulk of the money from the app developer.
There is nothing that you can do now. You have to wait the 90 days. And it is highly unlikely that any feedback to Apple is going to matter. I don't see them changing this anytime soon.

Try turning down the speak volume (System Preferences->Sound->Output->Output Volume) or the microphone gain (System Preferences->Sound->Input->Input Volume). Do this on both sides of the call.

If you were running 10.7 or later, and had a normal install, there are two ways to get there
Command-R at Startup is the usual method.
Option key at Startup draws a gray screen and puts up an Icon for each Bootable Volume. Among them should be Recovery_HD. Choose that and proceed.
The Recovery_HD partition is treated as a special case, and is NOT shown by default in Disk Utility. There are parameters you can change to get Disk Utility to show all partitions.
