    Your phone is carrier locked to a carrier other than the one you are trying to use.
    It was apparently hacked to unlock it prior to your attempt to update. Updating has re-locked it to the original carrier.
    Contact them and find out what their policy is.

    Check quitting App Store app from background and restarting it again.
    Also a quick sign-out and signing-in generally solves it.
    Alternatively, you could always check if the app downloads through iTunes on your computer.

  • Can't download any of the apps

    For some reason I can't down load any of the apps on creative cloud. I've tried to download Illustrator and Photoshop multiple times but they have taken half an hour to download 9 percent and they stop downloading after 30 percent. I have both Google Chrome and Internet Explorer 8 and I  have tried to download apps on both of those as well as  on the creative cloud desk top. Am I not meeting the requirments for creative cloud , is there a problem with my computer, or is there something wrong with the software?

    The installation generally stops when the system requirements are not met.
    Which Operating system are you using?

    Do you have a different card that you could try, or does the 'none' option show on the payment's screen (you might not get 'none' if you owe money or if you have a payment coming up e.g. pre-order, auto-renewing subscription) ?
    What are you getting the 'declined' message on, credit card, debit card ... ? If it's a debit card then I don't think that they are still accepted as a valid payment method in all countries - from this page :
    You may be able to use other payment types in your country, like debit and Maestro cards.
    which implies that they are not accepted in all countries, and there have been a number of posts about them being declined.
    For a card to have a chance of being accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you and your iTunes account are.     Try removing said card then re-enter all card details, if still no joy then try a different card to see if it is the card or a problem with your iTunes account, one other thing that you could try is changing your iTunes password as this sometimes cure thing as well.
    Also have a look at your purchase history to see if you have any items that are still waiting for payment as this can sometimes screw up your payment method, if this is the case then I would defiantly try a different card.
    If none of the above work then I would contact iTunes support.
