Why my podcast aren't into iTunes ?

Hello,
I have made too feed for a podcast, one for the english version and one for the french version.
My feed with the english podcast was validated by Apple and i found it into iTunes but
the french feed is not validated by Apple without explication.
Can you help me ?

I dont understand, i have recreate the feed many times but no result.

I can see no technical reason for the feed not being accepted, so I shouldn't waste your time re-making it.
I have no way of knowing why the Store has rejected your feed - have you actually received an email telling you it was rejected? They never give a proper reason when they do this.
The only thing that occurs to me is that language may be a problem: if you are submitting it to the Store for an English-speaking country it's possible they may reject other languages. I don't know whether you would be able to submit to a different language Store: I can find nothing on this in Apple's Help.
You could email them at podcasts 'at' apple.com and ask for advice, though I don't know how helpful they are likely to be.

Place the iPod in Recovery mode and then connect to your computer and restore via iTunes.

I upgraded to Windows 7 64-bit, and so I had to reinstall iTunes. But now when I ever I try to make a purchase and it asks for my Apple ID or when I just simply try to sign in with my Apple ID, it pops up saying: "We could not complete your iTunes Store request." Under that it says "The iTunes store is temprarily unavailable. Please try again later." I ahve wauted days and no change, yet my friend acn access his iTunes Store with his Apple ID with no problem. What's gong on?

reboot you iPhone.
To reboot your iPhone, hold down the sleep/wake button and the home button simultaneously until the screen goes black and the Apple logo appears. If, during this process, a slider appears on the screen to power it off, ignore it and keep holding the buttons down.
Rebooting can solve a lot of problems.

The only format acceptable by iTunes for iPhone or iPad are m4v and mp4.
You may play mpg in iTunes but not in the Devices. Other formats like AVI, WMV, FLV, RMVB, etc are all not playable in iTunes.

Quick answer: Select all the tracks on the album, File > get info, and either give them all a single "album artist", or check the "compilation" flag (as in https://discussions.apple.com/message/17670085).
If these are from multiple-CD sets you may also need to enter the appropriate information in the disc number fields. If they are not a multiple CD set you still need to make sure the disc number fields are set correctly or all empty.

My problem is I can not access any application to download music, videos, books, etc..
ITunes will be installed wrong or what should I do to activate these options?

Go to the front page of the Store, and click Change Country. Make sure it is set to the country where you actually are.
Then you will be able to see everything that is for sale in your country, which, depending where you live, might or might not include music.

Originally it looked like the artwork wasn't to scale so I fixed that and then resubmitted it. But no response from Apple has come back. I have tried almost 15 times and I haven't heard back from them.
Can anyone tell me why my podcast isn't being approved? Please?

When you enter the URL of your top media file in a browser it downloads instead of playing within the browser as it should. This means that although it works in the iTunes application, the Store can't play it within its own page.
