Why 'reset all settings' asking me to restore from backup

My 'facetime' stopped working for some reason. I did use facetime just a day ago and didn't do changes since then. For some reason it stopped working. So, as per my wife's advice, I did 'Reset all settings'. But, for some reason after doing its thing it is asking me to 'Set Up iPhone' with these options:Set Up as New iPhone, Restore from iCloud Backup, Restore from iTunes Backup. This scared me...did I lose my media. I have tons of videos and pictures of my son. I didn't want to lose them. So, I jsut stopped proceeding. Can some one help me?

Incorrect.  Restore as new does just that, it wipes the phone and returns it to it's new out of the box condition with no data or settings.
It's not asking him to restore as new, re-read it. It is asking him to setup as new. Which is a common occurance when you reset all settings, even though it doesn't delete data from the phone.
So OP, you can do what randers4 wrote and spend some time going through the restore process, or you can tap on setup as new and check it out in 1 minute to see if the data is there. Whichever you do, I'm sure you will be fine. If you do setup as new and the data is not there, then proceed to restore from a backup.

    If you still can find a recent backup listed in iTunes/Edit/Preferences/Devices, use this one to restore from.
    If there are no recent backups listed, your data is gone. Only if you included the iTunes backup folder into your computer backup routine, you could be able to restore this folder and find one of your latest backups listed again.

    Would throwing it in Recovery mode and restoring as new clear it up?

    Step 1: Turn off the iPhone. To do this press and hold the power button till you see the “Slide to Power off” screen. Now slide the button to turn it off.
    In case your iPhone is stuck in an infinite loop and the previous option is unavailable, press and hold the Power and Home button till the screen goes off. Remember to leave both the buttons as soon as the screen goes off and before the Apple logo appears again.
    Step 2: Connect the iPhone’s USB cable to your computer but not to your iPhone yet.
    Step 3: Now hold down the Home button and while you are holding it connect the USB cable. Keep holding the Home button till you see the Connect to iTunes screen on your iPhone(Screenshot shown below). iTunes will show an alert saying a device in recovery mode has been detected.

    I recently made a Bootcamp partition with Windows 7 (which incidentally went absolutely fine).  In that partition I wanted to split it for some certain files, but on doing so I appear to have completely tanked my hard drive - I've pretty much wiped the entire thing.  I read afterwards that creating new partitions within Windows is a big no no Bootcamp wise, and this wasn't something I knew about before.  Lesson learnt!
    Either way, I had a backup and though it would be simple enough to restore from that backup, but about 2% in it it pops up "an error has occurred while restoring from backup, please restart and try again".  After a few tries, this didn't work, so now I'm worried that my backup is corrupt.
    I'm not sure why the backup would be corrupt as this was made with no problems as normal.
    I've already tried the standard restore with no success (obviously), and I've also tried re-installing the OS up to the first boot, then trying to restore (thinking that the error was a result of a missing Recovery HD, which the re-install would create) and this was with no success also.
    My final idea was to just erase the drive and re-install the OSX, and then when it prompts me, restore the files from the Time Capsule.
    Am I onto the right idea, or is there another way around this?  I'm just very worried that my backup has become corrupted for some reason and I've lost everything on there.
    Specs are:
    MacBook Pro Mid 2012 OS X 10.8.5;
    Bootcamp 5 (Windows 7);

    I'd agree. As long as you've gone this far, I'd probably start from scratch with your MBP, back up any critical files on it, wipe the whole thing, and do a nice clean reinstall.
    I'd try to repair the backup drive with disk utilty and then see if you can restore the minimum of essential documents from it to the MBP. If Disk Utility can't fix it there is a small chance that a third party utility like diskwarrior or techtool could repair it. DiskWarrior 4 - The Disk Utility for Mac Disk Repair, Mac Directory Repair, Mac Disk Recovery, Mac Data Recovery or Techtool Pro 7
    If you can get your essential documents off the backup drive, then I'd wipe it and put a new time machine backup on it. If that doesn't work, then I'd replace the drive.

    If you mean that you set a restrictions Passcode and you can't remember what it is in order to reset all settings - you have to restore the iPad as new.
    The only work around is if you have a backup that does not contain that Passcode, restore from that backup.

    Reset all settings:  Choose General > Reset > Reset All Settings.
    Enter your passcode if you have one. All your settings are reset. Information (such as your contacts and calendars) and media (such as your songs and videos) aren’t deleted.
    Essentially, you reset preferences like the way that you had brightness set, your home screen layout, WiFi settings, sounds, alerts, that type of thing. It will reset those things to the factory settings - just like it was out of the box.

    Hi. I have an iphone 4 that I have just installed ios7 onto. I had backed up the phone prior.
    After the software install the phone rebooted and showed the 'Hello' setup. I am stuck because as part of the setup it asks me to 'restore from backup via itunes". I dont understand why i need to do this as I thought the ios7 install procedure would restore the phone with it's content.
    I tried to restore from backup but it says I cant because there is not enough space on the phone. If I connect the phone to itunes, it shows that the phone has all my content, especially since iphoto launches and I can see all the photos it wants to download to iphoto off the phone.
    I am caught in a loop. My phone has it's content, but the startup procedure on the phone will not let me progress until I have restored from backup via itunes. But it cant because the phone has no space!!
    The only other option it gives is 'Set up as new phone".

    You should be syncing your contacts with an app on your computer or cloud service (iCloud, Gmail, Yahoo, etc), and not relying on a backup.  If you haven't been doing this, start now and then restore your old backup.  You will then be able to sync the new contacts back into the phone.  However, you will lose all messages, etc newer thant the backup.

    Restore from Backup once more. Passcodes are not restored in backups, so you should be able to get on the iPod without a passcode, then go into Settings and set up a new one (or the old one if you want).

    If you forgot your restrictions passcode then yuou have to:
    - Restore from a backup that was make before you added the Restrictions passcode. If you restore from a backup made with the Restrictions passcode the Restrictions passcode is also restored.
    - Restore to factory settings/new iPod.

    Why would you do that? That's not how you deal with issues on your iPad, that's how you deal with problems on poorly designed Windows machines.

    Pay attention to differences in power connection depending on whether or not you have AppleTV2 or AppleTV 3.
    Also some microUSB leads don't seem to work - try another if you can. Disconnect superfluous USB device/hubs too if possible.

    Data works without problem on my phone, but sometimes phone calls and SMS messages act like the phone is not on the network. Calls go straight to Voicemail and SMS messages are not received.  Unless the phone is rebooted or turned off and on or a phone call is made, I won't get any notice of the voicemails or messages.  Again, data is fully connected over the LTE network (push email and iMessages come through without delay).
    AT&T blames the phone and told me I needed to reset.  I used "reset all settings' and not the "Erase All Content and Settings."  Have I fully reset the phone to the point were AT&T should recognize it is not the device and it's settings?

    It sounds like you are taking the right steps.  Resetting all Settings does return your phone to factory defaults without deleting any of your content.  This means you need to go into settings and turn on or off anything you had changed from factory default.
    Resetting Network Settings as razmee209 suggested is the next step.  You will need to re-enter any wifi ID's and passwords that you may have been using before.
    If none of this works, you may need to take the big step of restoring the phone as new and do not restore it from your backup.  This will remove all your apps and content so I would only do this as your last step if you cannot get the phone to work the way it should.
    There is also the possibility that you have a hardware fault that you might need to have an Apple Genius look at to make sure you do not have a broken phone.

    It sounds like you have Restrictions enabled on your iPhone.   This is different than setting a lock code on the home screen.
    To view your restrictions, go to Settings -> General -> Restrictions.   You can see if there are any restrictions enabled on your phone from here.
