i have just got a used iphone 3gs conected it to itunes to reset it and i tunes says  we are unable to continue with your activation at this time

Activation issues are typically the result of a device that has been hacked or jailbroken.  Is this the case?

    I have recently got an iPhone 4 out of no where it has decided to think that my headphones are in and they are not but does work with headphones in.
    Then later on within the same day it after turning my phone on and putting it on charge it comes to the screen stating to connect to iTunes/emergency calls only/no service so I connect it iTunes and it says we are unavailable to continue with your activation at this time.     Hmm, well... iTunes trys to activate your iPod using the Apple server to make sure you have bought it legit.
    Two things come into my mind:
    1) Your iTunes can't access the internet.
    2) Apples activation servers are down.
    That's just my cents, maybe anyone else has an idea.

    If the iPhone was hacked and unlocked via unofficial means, it has become locked again. Insert original SIM in the phone to activate with iTunes.

    I found an article from Apple that specifically outlines how to try and troubleshoot this issue. It's called iPhone: Troubleshooting activation issues found here: http://support.apple.com/kb/ts3424.
    Resolution
    Perform the following steps if you receive one of the messages above:
    Restart the iPhone.
    Try another means of reaching the activation server and attempt to activate.
    Try connecting to Wi-Fi if you're unable to activate using a cellular data connection.
    Try connecting to iTunes if you're unable to activate using Wi-Fi.
    Restore the iPhone.
    If you receive an alert message when you attempt to activate your iPhone, try to place the iPhone in recovery mode and perform a restore. If you're still unable to complete the setup assistant due to an activation error, contact Applefor assistance.

    I am in exactly the same problem here as this person. Exactly the same problem.
    No, it was not jailbroken. And now because it's in this loop, there's no ability to restore and such on itunes as the only option now is ever 'eject'.

    so what I can do

    If you don't know exactly where it came from, then odds are you have a hacked, gray market phone.
    Call AppleCare and give them the serial number. They should be able to tell you if it's carrier locked in their database. If it is, the only hope of it ever working again would be to get the original carrier to authorize unlocking it. If they won't, it's a brick. Even if they do, there's a chance it may never activate properly again because of the hack.

    This frequently occurs when the phone has been hacked or jailbroken. Was your phone jailbroken before trying to update? If so you'll have to go elsewhere for assistance because the terms of Use for this forum prohibit discussing support for jailbroken phones.

    Generally this is a sign that the iPhone had previously been
    hacked/modified/jailbroken and the update relocked it to the
    original wireless carrier. If this is the case, only that wireless
    carrier can unlock your iPhone. You must contact them to see
    if they offer unlocking and if you qualify.
    Where did you acquire this iPhone?
    What wireless carrier did you use before this problem?
    Does the app Cydia appear on your iPhone?
    What does it say when you look at Settings=>General=>About=>Carrier?

    Hi, I'm getting the error message in iTunes:
    We are unable to continue with your activation at this time. Please try again later, or contact customer care.
    I have phoned 3 and they said that the apple servers are down and I'll 95% be able to activate it soon. After reading some posts on here I don't quite believe that will be the case. Who has honestly solved this problem and how? My phones just a dead brick at the moment.
    Also the signal bar in the top left corner is none existant and just says searching. I want to know if it's meant to not find the network until after activation? Or should it already be finding it?

    I know its been a while since this question was posted, but i've just had the same message and it took me ages to work out how to resolve it - and I didn't see the solution on any other post so i thought i'd share mine.  This may not resolve everyone's problem, and there is a post from jhidrowoh that gives other solutions, but my solution turns out to be simple.
    I simply hadnt put the sim card in the phone.  i suspect that the same problem may happen if the phone has no signal.  once i put a valid sim card in the phone, the itunes activation screen came up. 
    i presume they do this to ensure the phones are tied to a particular network?
    Anyway, I'm now a happy bunny on Xmas day!

    I bought a new iPhone 4s from a electronics shop here in Norway today with a norwegian network. When I tried to activate my iPhone, I got this message:
    "We're sorry, we are unable to continue with your activation at this time"
    I also tried to activate the iPhone from the phone itself, but it gets stuck when I try to type in the PIN-code and tells me that I have to write in the PUK-code, even though I haven't typed in the wrong PIN-code. I've tried to hard reset the phone, reboot the computer and turn off the firewall, but nothing worked.
    Could this have anything to do with the fact that I've changed network provider, and it's going to take about 10 days for the new SIM-card to work?
